Job Description

Purpose & Accountability:

The Maintenance Cost Engineer is a member of the Maintenance Excellence Team and supports in the delivery of:
  • The development of Maintenance Execution budgets and cost estimates.
  • Controlling, Forecasting and Reporting all Maintenance Execution costs.
  • Participate and collate all data required for Performance Benchmarking.
  • Maintenance Contracts Management Support.

Dimensions:
  • No direct reports
  • Liaises with Central/Area Maintenance & Production Unit Managers, Contract Engineers, Finance Advisors and Business Process Improvement Team.
  • Liaises with Contractors functional support staff.

Requirements

Skills & Requirements:
  • The candidate shall have 5+ years' experience in the Petro Chemical industry. He/she should have a strong interest in planning and cost estimating of Maintenance Execution and willingness to play a significant role in the development, establishment and continuous improvement of the Pearl GTL Maintenance Execution Cost Management Process.
  • The candidate must be able to comprehend prioritisation, organisation and detailed planning of Maintenance Execution activities by working with a team of Maintenance Planning and Execution specialists. The candidate must be able to communicate effectively in English with all levels and all departments in the organisation. Fluency in English both in writing and verbally is mandatory.
  • The candidate preferably has a strong willingness to gain experience with Maintenance and Management techniques such as Asset Management System (AMS), GAME Maintenance Execution (ME), SAP-PGS, Risk and Reliability Management (RRM) principles [Instrument Protection Function (IPF), Reliability Centered Maintenance (RCM) and Risk Based Inspection (RBI) and HSE risk assessment techniques such as Hazard Effects Management Process (HEMP).

Additional Information:
  • Accountable for the cost management and reporting processes for the Operational Maintenance Execution plan, consistent with the Upstream International Maintenance Finance Standard, and Upstream International Recommended Practices in Estimating & Budget and Cost Control.
  • Accountable for complying with SAP and Contract Cost Engineering System (CCES) ME budgeting guidelines and build annual Maintenance Execution Budget.
  • Responsible for the annual Operational ME cost forecasting, with proper tracking through Work Orders and Purchase Orders within SAP.
  • Accountable for verifying other committed cost information against contract Terms and Conditions
  • Ensuring all committed cost data into cost forecasting tool
  • Ensuring entry of all on-site contractor labour cost from time sheets
  • Monitoring of invoice management to ensure QSGTL compliance with approved Contracts and Purchase Orders..
  • Develops and Communicates the QSGTL Monthly Tracking Report for budget against actual value of all elements of Maintenance Execution.
  • Focal point in conducting both external and in-house Maintenance Productivity measurements.
  • Accountable for providing Asset Maintenance data required for periodic Benchmarking studies.
