Plan and manage HRM operations and administration for the designated country in line with established policies, procedures and statutory requirements to support and achieve reliable supply of competent, capable and motivated workforce towards contributing to business profitability.
1) STRATEGY & INITIATIVES
Strategise, lead and drive the implementation of HRM strategies and initiatives to support the designated Country Operations' business objectives and operations through engagement and collaboration with Line Management, D&P HRM and PETRONAS Group HRM to provide solutions and interventions in leveraging opportunities and mitigating challenges in people management.
Manage and control the implementation of people management infrastructure, including HRM policies, procedures, systems and processes, through periodic efficiency and effectiveness performance evaluation, feedback and improvement intervention to ensure value added services, credibility, reliability and integrity in supporting Management and Business Line's decision-making.
2) HOST COMPANY'S TERMS & CONDITIONS DEVELOPMENT/REVISION
Lead and drive the development/revision of host company's terms and conditions through understanding of local labour/remuneration/tax legislations, review and study of industry best practices, syndications and discussions with D&P HRM and PETRONAS Group HRM to ensure effective formulation and implementation of host company's terms and conditions of employment, in line with statutory regulations.
3) WORKFORCE PLANNING, ORGANISATION DEVELOPMENT & TALENT SOURCING
Lead and drive the development and implementation of the designated Country Operations' manpower plan and budget, including organisation development, job management, recruitment strategy and plan, in collaboration with Line Management and D&P HRM to ensure uninterrupted supply of competent, capable and motivated workforce to achieve the organisation's business objectives.
4) LEADERSHIP & CAPABILITY DEVELOPMENT
Lead and drive the formulation and implementation of leadership and capability development, including mobility, progression, succession, coaching, mentoring, performance planning and appraisal, by integrating organisation and individual career needs in collaboration with Line Management to ensure alignment with the business requirements and staff's individual capability and career potential.
5) PEOPLE SERVICES & ADMINISTRATION
Strategise, lead and drive the implementation of remuneration administration, industrial and employee relations plans, programmes and initiatives in line with PETRONAS policies and regulatory requirements to promote, inculcate and sustain industrial harmony, work environment, positive behaviour and mindset towards achieving and maintaining high performing culture and organisational climate.
Direct staff in the management of office administration matters with the aim of efficient and effective delivery of services in meeting company requirement to support business objectives.
NETWORKING AND RELATIONSHIP BUILDING
Foster and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players and service providers to keep abreast with latest development to capture new business opportunities.
GOOD GOVERNANCE (APPLICABLE TO JOB GRADE D2 AND ABOVE)
Enforce the implementation of applicable PETRONAS procedures and guidelines and affect the compliance to statutory and legislative requirements to ensure conformance to the established Limits of Authority (LOA) to safeguard PETRONAS interest, image and reputation.
CODES OF CONDUCT & BUSINESS ETHICS (COBE) AND HSE POLICIES
Communicate, interpret and champion the execution of the objectives and provisions of the Health, Safety and Environment (HSE) policies and Codes of Conduct & Business Ethics (COBE) and undertake appropriate mitigation and/or intervention programmes to safeguard business operations, high staff discipline and industrial harmony.
LEADERSHIP AND CAPABILITY DEVELOPMENT
Drive the development of competent working team that will enhance and sustain staff capabilities in achieving high performance delivery to ensure internalisation of the right leadership and capabilities in executing their jobs.
MINDSET, BEHAVIOUR AND CULTURE
Develop and implement distinctive mindset, behaviour and culture to achieve high work performance by adoption and implementation of value interventions, tools and methodologies to promote and instill high sense of commitment, ownership, integrity and loyalty that will contribute to operational excellence.
QUALIFICATION & EXPERIENCE
- Bachelor's degree in any academic discipline, preferably in Human Resource Management
- Minimum 6-13 years of work experience, preferably with exposure in a Line Management position
- In-depth knowledge of PETRONAS HRM policies, procedures and systems, including statutory requirements
