Position Description

We are seeking a Cost Estimator to join the Business Development Division of Downstream Capital Portfolio Planning Department

The Business Development Division is responsible for developing value creation initiatives and reviewing capital investment submittals for petrochemical, refinery and fractionation, pipeline and power generation projects.

Your primary role is to develop and review cost estimates for downstream taking in compliance to Saudi Aramco Economic Evaluation Guidelines utilizing industry cost estimating software.
Minimum Requirements

As the successful candidate you should hold a bachelors' degree in engineering. A Master degree and related certification(s) (e.g., PE, PMI, PMP, and Quantity Surveying/Surveyors Institutes) are highly desirable.

You will have more than 10 year's practical experience in Engineering and Construction with an emphasis on estimating, performing and reviewing small and large estimates for downstream projects focusing on petrochemical, refinery and fractionation, pipeline, or power generation projects.

You will also have knowledge of project management and construction practices, including materials and equipment.

A good working knowledge of Microsoft Office 2013 package and other third party software related to cost estimating, i.e. @Risk, Aspentech (ACCE, KBASE), Timberline, Primavera, Microsoft Project, etc. is also necessary

You will be able to demonstrate the ability to plan, organize, direct, perform, review and present cost estimating information independently with minimum supervision using a high level of professional judgment and knowledge related to technical engineering design and construction practices.
Duties and Responsibilities

You will be required to perform the following:

Provide cost estimates for various project types and complexity - Particularly for downstream business.

Prepare the Estimate Plan to establish the estimating methodology and cost estimating principles applicable to the estimate preparation.

Prepare multi-discipline conceptual estimates at the right accuracy level.

Ensure completeness and compliance with the project scope of work

Review design scope criteria and quantities for completeness and reasonableness and coordinate with the project team leader to develop additional estimating bases when information is incomplete.

Supervise the collection, verification and integration of work scope into the cost estimate including labour rate derivation, installation rates, productivity analysis, and associated engineering and construction costs.

Compare and analyze scope, quantities and cost data between projects.

Benchmark estimates by carrying out validation and verification of previous estimates, outcome costs and vendor prices using high level norms and industry standards.

Develop escalation and NPV models

Coordinate identification of areas of risk in the compilation of cost estimates and evaluate appropriate levels of contingency. Where necessary perform Monte Carlo type risk analysis of costs estimates to determine contingency and accuracy levels.

Review developed cost estimates by other entities in Saudi Aramco. Ensure sound quality of cost estimates adhering to Saudi Aramco review procedures at varying project phases.

Support development of estimating standards, guidelines and procedures.

Compile, summarize, update and maintain estimate and historical cost data.

Provide ‘on the job' training (mentoring) for specific processes and practices to other Estimators.

Prepare and present cost estimating information to management. This may include the development of Basis of Cost Estimate report.
