Job Description

Purpose & Accountabilities :

The Sirius Well Manufacturing Services Joint Venture ('SWMS'), jointly owned by Great Wall Drilling Company ('GWDC', a subsidiary of CNPC) and Shell, was formed to develop, commercialize, construct and operate the Well Manufacturing System including customized, fit-for-purpose drilling and pressure pumping equipment to provide services for unconventional oil and gas.
SWMS China Finance Manager is responsible for the integration of the reporting for SWMS JV Group for both statutory and shareholder. The role needs also to work closely with the GMs of operating units in Singapore, Canada, Australia and China. The role also needs to work closely with the shareholders for the shareholder group reporting purpose. The position reports to SWMS Group Finance Manager in Shell and reports to GM of SWMS China(GWDC secondee) in SWMS JV.
In this role, SWMS China Finance Manager provides professional accounting, reporting and governance & control advice to all operating units in Australia, Canada, China, the Netherland and Singapore. The role will also responsible for SWMS Group GRA, internal and external audit, annual assurance, cost analysis and MI. The role also supports the SWMS Group finance manager and COO on global new business development and governance setup for new market entries.

Key Accountabilities:

1. Group and Statutory reporting

Advice on interpretation and implementation of Group Accounting Policies and IFRS
Liaise with shareholders on complex accounting issues
Put in place a fit for purpose financial reporting system and ensure all financial reporting compliance with financial and accounting requirements (GAAP, IFRS)
Make the consolidation, and deliver accurate and timely monthly, quarterly, annual financial reports in line with the requirements of the JV and shareholders
Handle special accounting issues and prepare relative accounting notes
Coordinator of external audit and engage all audit related issues

2. Manage Closing Process and Controls

Ensure accounting system (Sun system) run smoothly with IT and all operating units financial reporting compliance with financial and accounting requirements and standards
Lead and co-ordinate monthly closing process for SWMS JV group, deliver monthly MI and cost reports and prepare for quarterly business review
Ensure the finance controls in place for the reporting and closing purpose
Act as GRA focal point, to drive the overall control framework, risk management, MoA and annual assurance program and process

3. Other actions related

Support to develop a cost tracking and management report
Conduct actual cost analysis vs budget
Co-ordination on financial matters for Shell and JV
Provide financial support to other functions
Prepare the information required by shareholders

4. Responsible for other work assigned by the leaders

Dimensions :

SWMS JV operates in China, Australia, and Canada. There are 5 legal entities located in Singapore, Canada, Australia, the Netherlands, and China.

Requirements


This is a role for an experienced finance professional:

- Accounting Degree qualification preferred.
- Relevant accounting and group reporting experience is preferred.
- Excellent technical and analytical skills in finance are required.
- Proven experience of influencing outcomes across functions in a multi-cultural environment are required
- A strong business sense and the ability to manage a dynamic rapidly-changing environment are required.
- Excellent technical and analytical skills in finance are required.
- Excellent stakeholder engagement skills and excellent leadership/team building qualities.
- Ability to speak, read and write fluent English and Mandarin
