JOB SUMMARY


The Head of Engineering and Projects is responsible for managing and delivering development projects and major facilities upgrades through brownfield and greenfield initiatives. The
position shall also provide leadership in managing the technical authority function of the discipline engineering team, supporting Company's operations and maintenance. 

The candidate shall have prior experience as Engineering Manager, should be a mature and capable leader, conversant with front-end, operations and developmental work especially in the Production Sharing Contract (PSC) environment. Prior work experience in mid-sized independent oil and gas operators and/or major oil and gas service companies (EPCIC or engineering consultants) will be an advantage.

The position will report to the Chief Operating Officer of Company and is based in Kuala Lumpur (KL), Malaysia.  Business travel to Kota Kinabalu (KK), Labuan, offshore platforms and other Company work sites is required, as necessary, to achieve business requirements.


DUTIES AND RESPONSIBILITIES


The Head of Engineering is expected to perform the following critical duties:
- Provide leadership in managing the project and engineering teams to deliver the COMPANY's
brownfield and greenfield project initiatives. These shall include:
o Identifying, evaluating and proposing suitable development concepts and
coordinating pre-FEED activities.
o Coordinating and managing FEED and detailed design engineering processes.
o Managing execution of the EPCIC phases of development projects.
o Identifying, evaluating and proposing suitable solutions for major brownfield facilities upgrades, and subsequently managing execution of the upgrades.
- Manage the technical authority functional role for the COMPANY, through the Engineering team's discipline engineers. The technical authority function is the primary source of technical advice, and is responsible for technical assurance, compliance to the COMPANY's and industry standards and guidelines.
- Provide clear leadership to manage COMPANY's initiatives in the Field Development Plans (FDP), Milestone Reviews (MR), Facilities Improvement Plans (FIP) and Overall Contracting Strategies (OCS).
- Provide support to other operations/technical departments (Operations, Subsurface, Drilling, Logistics) and interface with support functions (Business Planning, Procurement, Finance, IT and HR) as necessary to pursue business goals.
- Manage all activities within approved COMPANY and PETRONAS Work Program and Budgets (WPB) and ensure compliance to governance processes.
- Support initiatives to improve profitability, reduce cost while improving safety of the assets operated by COMPANY.
- Cognizant of COMPANY's interest and safeguard its interest always.
- Must have a technology centric mindset and open mindedness in collaborating with technology providers to support COMPANY's business initiatives in the hopes of driving cost down and improving productivity.
- Identify, mentor and train next generation of engineers as future leaders for the COMPANY.
- Manage, motivate, mentor and promote engineers through a comprehensive and unbiased appraisal system.
- Effective communication and report writing skills are essential for this position.
- A good track record of managing various stake-holders with different background and diverse thinking.
- Conversant with PETRONAS PTS, Shell DEP and their working philosophy will be an advantage.


SAFETY RESPONSIBILITY


Pursuant to the above, the candidate must be cognizant about the importance of Health, Safety and Environment (HSE) related to the Oil & Gas industry and the initiative undertaken by the COMPANY on HSE matters. These include the welfare of all persons engaged on, or related to any project being undertaken by COMPANY, including COMPANY personnel, staff, contractors, visitors and including third parties.


REQUIREMENTS AND QUALIFICATIONS


• Education:
- A recognized engineering degree from the following disciplines (Mechanical, Electrical, Chemical or Civil).
- A technical Masters degree is an advantage but not essential.

• Working experience:
- Minimum 20 years practical experience in the oil & gas industry, preferably in both Engineering, Procurement, Construction and Commissioning (EPCC) and PSC environments.
- Minimum 10 years in engineering developmental work.
- Minimum 10 years in various brownfield initiatives.
- Minimum 5 years in supporting facility engineering.
- Minimum 5 years in managerial role.
- Minimum 5 years as Engineering Manager.
- Familiarity with onshore, offshore, shallow-water engineering is essential.
- Involved with design, management, implementation and supply chain of work (up to USD 200.0 MM project).

• Software skills:
- Microsoft Project, Office (Word, Excel, PowerPoint).
- Competent with discipline related software (Hysys/Unisim, SACS, OLGA, Pipesim, E-tab).
- Familiar with project planning and tracking (schedule, cost, milestone deliverables
