Our client who provided competitive floating solutions for the offshore oil and gas industry are now looking for a lead process safety engineer to join their team on a staff basis which will be based in East Asia. Excellent salary and benefits package and relocation package is available for the right candidate.

OVERALL JOB PURPOSE

To independently define concepts and critical deliverables, lead, plan, manage, control, review and deliver engineering deliverables of Process Safety for the assigned project efficiently according to the specified technical requirements, timelines and budget, and to manage project resources and independently deal with and resolve all issues of the project, and provide guidance to the assigned team.

CORE RESPONSIBILITIES:

§Develop and/or review FPSO HSSE Design Philosophy and Performance Standards for all SCEs identified for the project.

§Performs review and/or guide process safety engineer to perform review of arrangement of active fire protection(including coverage), escape route, life saving appliances, fire and gas detectors locations(coverage), PAGA Layout, hazardous area classification and schedule, General Arrangement, vent list, Process PFD, P&ID, Marine P&ID, HVAC D&IDs, ESD Philosophy/hierarchy, F&G and ESD C&E, PFP philosophy/spec/drawings, firewater hydraulic analysis (ring main, deluge, cargo deck foam) and surge analysis, safety layout.

§Develop and/or review the scope of work document covering the purpose, criteria and scope of safety risk assessment such as HAZID, HAZOP, FRA, ERA, and QRA, exhaust gas and vent dispersion analysis, dropped object analysis, ship collision analysis, Evacuation, Temporary Refuge Rescue Analysis (ETRERA), predictive noise study, RAM study, Structural fire risk analysis, Emergency Systems Survivability Analysis (ESSA), Human Factor Analysis, SIL assessment, and ALARP Evaluation.

§Instruct and guide process safety engineer to develop, review and approve the in©\house study such as dropped object study, 2D vent dispersion study, Evacuation, and Temporary Refuge Rescue Analysis (ETRERA), and any other Technical Notes when applicable.

§Instruct and guide process safety engineer to develop, review and approve the in©\house calculation such as the fire water and foam demand, fire water hydraulic and 2D cargo vent dispersion using PHAST software.

§Coordinate, manage Safety Consultant and review risk assessment to ensure the risk of the facility is properly assessed following procedures, and scope of work.

§Instruct and guide the process safety engineer to collect and review the input data collected for risk assessments such as predictive noise, dropped object, and vent & dispersion study, ship collision analysis, Evacuation, and Temporary Refuge Rescue Analysis (ETRERA).

§Review Technical requisition, Technical Bid evaluation, vendor documents to highlight any discrepancies for safety systems and verify the design HSE action responses against the drawings and highlight any discrepancies for safety systems.

§Participates in meetings, reviews progress and addresses interface/implementation/execution issues, escalates to process safety manager where necessary to ensure that the project proceeds timely and smoothly.

§Plans and organizes resources and schedule to meet project timelines and departmental objectives.

§Review management of change and conduct follow up risk assessments where required

§Provides technical/engineering support and advice to BID/FEED projects, Construction/Commissioning work at site, including operation phase, trouble shoots and follows up with stakeholders to rectify the gaps or problems. Where necessary, provides offsite support and advice.

§Provide process safety input on Lessons and Learnt and incident investigation

§Guides/supervises junior Engineers and appraises their performance

§Deliver process safety training

HSEQ REQUIREMENTS AND CODE OF CONDUCT:

§HSEQ: Complies with the relevant clauses of HSEQ Code of Conduct as described in the HSEQ Policies, 14 HSEQ Standards, and HSEQ Procedures to protect people and the environment at all times. §Has to independently decide on all technical and engineering matters and specifications related to Process Engineering for the assigned project.

§Does not evaluate and decide on the monetary aspects of the project.

§Has accountability on staff resource matters under the assigned team.

§Guides/supervises the junior and senior Engineers in the assigned team.



QUALIFICATIONS & EXPERIENCE:

§Bachelor in Naval Architect/Chemical Engineering or higher.
§Alternatively, Diploma in Engineering with several years of relevant working experience.

RELEVANT EXPERIENCE:

§Over 12 years of relevant working experience in Process Safety engineering in oil and gas sector.
§Is aware of applicable industry standards, Company standards, specifications and procedures for his/her functional area.
§Is competent in understanding on process safety inputs as well as accurate usage of data extraction sheet during preparation of process safety deliverables
