Job Purpose

  • Execute the Process Engineering and Flow Assurance engineering aspect of the facilities development phase in Life-of-Field to ensure optimum and cost effective development whilst upholding the highest technical integrity in order to effectively monetize and grow PCSB's global portfolio and opportunities in focus area that includes application of fluid flow for piping & pipeline systems, system operability / process optimization, special fluid handling, pipelines & slug catchers, transient pipeline and dynamic process simulation.

Key Accountabilities

  1. Lead / execute comprehensive feasibility study and conceptual option in the area of process engineering leading to the optimum project development option through interfacing with sub-surface engineering disciplines especially reservoir engineering to develop optimum field development strategies, as well as developing Process Engineering detail study.

 

  1. Lead / execute front end design work leading to a comprehensive process engineering package up to Approved for Detailed Design (AFDD) by preparing scope of work, CTR (Cost, Time, Resources) for FEED consultants to ensure comprehensive coverage and deliverables list, and also review and thoroughly carry out technical integrity & quality check of consultants deliverables to ensure compliance to project requirements, as well as complying to PPMS milestone reviews and projects key milestone stage gates with verification and review of flow assurance studies performed by consultants to ensure quality and technical integrity.

 

  1. Lead / execute optimum design analysis and quality evaluation of detailed design by preparing the invitation to bid (ITB) documents, conduct technical evaluation and propose recommendation of various types of design contracts, and liaise with other departments on the overall implementation as well as to review design requirement and supervision between PCSB internal department, contractor and vendors to meet overall project objective on cost, quality, schedule and safety with compliance to project requirements.

 

  1. Provide process technical input to development of equipment specifications for process equipment, bid enquiry package and provision of engineering services for the purchase of company supplied items by formulating and developing specification for the proposed new technology for implementation and perform QC specialist review, assessing operating performance and study/analyze all feedbacks for design optimization.

 

  1. Identify, evaluate and apply new technology for effective cost optimization that suit the project and operational requirement by analyzing and preparing recommendation to ensure proven technology is used whenever possible and to select appropriate development solutions if proven technology is not available.

 

  1. Develop process and guidelines for all phases of engineering activities through relevant Flow Assurance Engineering workflows and processes to ensure completeness and conforming technical integrity requirements.

 

  1. Implement applicable PETRONAS Project Management System (PPMS), procedures and guidelines and ensure compliance by third party consultants to statutory and legislative requirements in order to ensure conformance to the established Limits of Authority (LOA), groupwide policies and government regulations to safeguard PETRONAS and shareholders' integrity and image as a responsible multinational.
