? Degree in engineering discipline. Preferably with postgraduate qualifications.
? 15-17 years working experience in Oil & Gas industry and with strong interest in R&D.
? Essential to have a thorough understanding on Downstream & Upstream requirements, value drivers and role of technology in achieving business success.
? Conversant in unconventional industry and operational aspects.
? Effective leadership quality, technical aptitude and inclination to R&D environment are critical to ensure successful project deliveries.
? Strong influencing skills and an accurate reading of organizational dynamics are critical to ensure success in the undertaking of business initiatives
? Lead and continuously drive in depth research and development programs and activities on Unconventional Technology by fostering strategic collaboration and alliance partnership for R&D initiatives internally and externally, as well as by determining, acquiring and optimizing project resources and facilities and ensuring project delivery is in compliance with the established schedules, costs, quality and safety standards, that will create and maximize value returns to PETRONAS.
? Drive the implementation of technology stage gating process in accordance to PETRONAS Technology Management System (PTMS) to ensure Technology Research/PRSB effectiveness as well as the innovation of new/best practices through collaboration of cross functional to enhance PETRONAS/OPUs' competitiveness in technology and product development.
1. R&D Technology Plan & Strategy
? Direct, plan, review and assess technical inputs for technology assessment and due diligent through technology scanning and assessment of technology options towards development of technology roadmaps, business cases, IP management including patent write-up and exploring white spaces.
? Strategize, plan and develop specific research proposals (inclusive of Budget) by determining research objectives, project deliverables and schedules, technology selection or development, evaluation of others technologies for PETRONAS applications, optimal utilization of resources (inclusive of collaboration/alliances) and project risk to ensure that project deliverables are aligned with the R&D Technology Strategies and are prioritized towards achieving Business objectives and requirements.
2. Management of R&D Program
? Drive the development and implementation of the R&D projects (inclusive of those at multi-location centers) through consistent review of the progress (track, analyse & report), optimization of manpower and facilities (including collaboration/alliances), prudent control of budget, identify mitigation option for cost reduction and risk management and undertake appropriate interventions on project performance to ensure R&D projects are aligned with the desired targets and operational excellence sustained.
3. R&D Execution Strategy
? Lead the development and direct the implementation of the R&D execution strategies for the respective projects from ideation until technology deployment taking into consideration the stakeholders' requirements, project priorities, selection of technologies, R&D resource availability (manpower & facilities), stage-gating process, capability development plans and strategies set by the division towards achieving the division's goals and objectives in achieving competitive advantage for PETRONAS Core Businesses.
4. Institutionalization of Capabilities
? Lead the development and implementation of capability action plans in collaboration with Capability Management Unit (CMU), Technical Professionals (TPs) and Technical Specialist (TS) by providing appropriate platforms in the specific projects within (the program) to ensure that the planned competency programs progression of the institutional capabilities (encompassing the six key elements) are executed and addressed, in line with the Technology Focus Areas.
? Determine, manage and control the department's resources and business performance encompassing manpower requirement, facilities and capability development through establishing fit-for-purpose management systems and processes to achieve operational excellence.
5. Intellectual Properties, R&D Knowledge Management & Work Culture
? Lead and monitor the development of innovations and inventions for the respective program, by working in collaboration with TMC to ensure IP position are attained for R&D projects to realize the value potential and exploitation of IPs generated for PETRONAS.
? Lead the implementation and review of the Knowledge Management process and procedures for Process Technology to ensure its value-added and relevance by promoting and enhancing innovative work culture to generate innovations and inventions, and incubation towards research excellence for technological advancement and retention of explicit knowledge as a platform towards institutionalization of capabilities.
6. Stakeholders Management
? Manage and sustain effective working relationships and rapport with the government authorities, business and management institutions, national and key industry players, technology partners and service providers to keep abreast with latest development to capture new business opportunities and alignment to business needs. Develop and explore opportunities for cross segment and cross business technology in PETRONAS.
