Job Purpose

The Layer 3 Security Coordinator is responsible for overseeing security operations, coordinating logistical movements, and ensuring compliance with security protocols in designated areas. The role involves managing convoy operations, monitoring threats, and supporting project activities with appropriate security measures.

Key Responsibilities
Supervise and mentor Protection Force personnel to ensure compliance with security and VPSHR (Voluntary Principles on Security and Human Rights) guidelines.
Coordinate and manage all project-related logistics and convoy movements in Layer 3 areas.
Organize contractor convoys and escort operations in collaboration with relevant stakeholders.
Provide security support and up-to-date threat awareness for all project and socioeconomic activities.
Monitor and report on security conditions and potential threats.
Ensure all contractor staff comply with TEPMA1 security procedures and regulations.
Assess road security conditions in coordination with the Afungi security department.
Maintain daily communication with local authorities, communities, and security forces.
Continuously evaluate security risks within the area of operations.


Daily Activities
Follow HSE (Health, Safety, and Environment) standards and ensure full compliance with safety rules.
Promote a strong safety culture across all operations.
Ensure adherence to VPSHR standards and conduct awareness sessions.
Report any VPSHR-related incidents to management.
Prepare daily reports on activities, incidents, and security updates.
Oversee the deployment of security measures in operational areas.
Monitor usage of resources such as fuel, food, and water.
Ensure convoy personnel follow safety and community engagement rules.
Verify contractor compliance with security and contractual requirements.
Conduct daily threat assessments and confirm route safety for convoy movements.

Work Environment 
Rotational (back-to-back) position.
Based in Cabo Delgado, Mozambique, often in remote locations.
Work involves tropical conditions and long hours.
High-risk malaria zone requiring personal precautions.
Camp-based living with provided accommodation and supplies.
24/7 availability may be required in emergencies.
Movement may be restricted due to elevated security risks.

Accountabilities
Ensure effective implementation of Layer 3 security for all logistics operations.
Ensure compliance with VPSHR principles.
Maintain accurate reporting on equipment, supplies, and security status.
Ensure clear and reliable communication of security threats.
Coordinate daily with military personnel following JTF SOPs.
Report contractor-related issues in line with TEPMA1 rules and procedures.

Qualifications & Experience 
Fluency in English, Portuguese, and Swahili (local language knowledge is a plus).
No criminal record.
Basic computer skills (Windows).
High school diploma.
Military or police background (minimum Senior NCO level).
Experience working with military and police teams.
Valid driver's license and passport.
