Applus Angola requires an experienced LNG production operations professional to rapidly improve console operator training effectiveness while building a robust, sustainable Operator Training Simulator (OTS) and competency program.
The contractor must deliver immediate performance improvements ("quick wins") in high-risk and high-impact LNG console operations, while simultaneously establishing structured, task-based competency standards and training systems that support long-term operational reliability and workforce capability development.
Scope of Work
3.1 Immediate Deliverables (Quick Wins)
- Rapid assessment of existing:
- OTS scenarios
- Console training materials
- Operator competencies and performance gaps
- Delivery of high-impact OTS scenarios addressing:
- Critical operating tasks
- Known plant pain points
- Recent or recurring operating challenges
- Operator troubleshooting capability
- Alarm response and situational awareness
- Operational discipline during abnormal and upset conditions
- Short-term improvements to:
3.2 OTS Training Development
- Design, develop, and maintain high-fidelity OTS scenarios using Honeywell Experion PKS.
- Develop structured training pathways covering:
- Normal operations
- Abnormal operations
- Emergency operations
- Ensure coverage across:
- OSBL (Offsites & Utilities)
- ISBL (Process Units)
- S&L (Storage & Loading)
- Ensure procedure changes and Management of Change (MOC) updates are rapidly translated into updated competency requirements, training materials, and OTS simulations/scenarios, maintaining alignment with the current plant configuration and operating philosophy.

3.3 Competency Framework & Assessment
- Develop and maintain task-based competency standards for LNG console operators.
- Produce high-quality, auditable competency documentation, including:
- Task definitions
- Performance criteria
- Assessment methods and evidence requirements

- Initial qualification
- Refresher Training
- Competency gap closure using OTS-based and workplace assessments
- Teach and develop Production OTS Champions, including conducting train-the-trainer sessions and coaching champions to deliver consistent, high-quality OTS training.
- Conduct verification and validation (V&V) of OTS Champions training delivery and materials; capture results and implement improvements based on testing outcomes and operator performance feedback.
- Design training to develop new-to-console operators and to upskill/refresh experienced console operators, including identifying and closing foundational knowledge gaps.
3.4 Troubleshooting & Operational Discipline
- Develop training materials and OTS scenarios focused on advanced LNG console troubleshooting, including:
- Process upsets and disturbances
- Control system behavior and limitations
- Alarm management and interlocks
- Embed Conduct of Operations (CoO) principles and strong operational discipline into all training and documentation.
3.5 Workforce Capability Development
- Develop training materials suitable for English Language Learners (ELL).
- Work effectively with Angolan national workforce, demonstrating cultural awareness and clear communication.
- Collaborate with Operations, Process Engineering, Training, and Technical Authorities.
4. Required Qualifications & Experience
- Extensive LNG plant operations experience, including console operations.
- Previously qualified and actively worked as an LNG console operator during career progression.
- Demonstrated experience developing OTS-based training for LNG console operators.
- Hands-on experience with Honeywell Experion PKS DCS.
- Proven capability developing task-based operator competency frameworks.
- Strong troubleshooting expertise across:
- Outside Battery Limits
- Inside Battery Limits
- Storage & Loading
- Deep understanding of:
- LNG process fundamentals
- Control philosophy
- Alarm management and operating envelopes
- Clear training materials
- Competency standards
- Assessment documentation
- High proficiency in technical writing, with demonstrated ability to produce:
- Strong communication skills (written and verbal), with the ability to convey complex technical content clearly to operators, leaders, and stakeholders.
- Proven ability to work effectively with cross-functional teams (e.g., Production, Technical, Competency & Development) to align competencies, training content, and OTS scenario priorities.
- Demonstrated strong operational discipline and safety leadership.
5. Preferred Qualifications
- Prior experience at Angola LNG (ALNG).
- Background as a Process Engineer or Process Controls Engineer supporting LNG facilities.
- Degree in Chemical Engineering or Instrumentation & Control / Automation Engineering (or equivalent).
- Experience developing and delivering training for English Language Learners.
- Experience working with and developing Angolan national workforce capability.
- Portuguese language proficiency (spoken and/or written).
6. Work Conditions & Constraints
- Contractor must be:
- Fit for Duty
- Able to work independently in a high-hazard LNG environment
- Rotational schedule:
- 28 days on / 28 days off
- Must demonstrate consistent progress and continuity across rotations.
7. Success Criteria / Performance Measures
The contractor will be considered successful if they:
- Deliver measurable improvements in console operator performance within the first contract period.
- Deploy effective OTS scenarios aligned to key plant risks.
- Establish clear, task-based competency standards accepted by Production and Technical functions.
- Produce high-quality technical documentation that is accurate, usable, and auditable.
- Participate in Quality Review Board assessments related to OTS/training/competency and demonstrate that training improvements are validated (V&V) and incorporated based on testing results.
- Demonstrate a reliable process to incorporate procedure changes and MOCs into competency standards, training content, and OTS simulations in a timely manner.
- Leave behind a sustainable training and competency framework that can be maintained after contract completion.
8. Reporting & Interfaces
- Reports functionally to the Competency and Development Manager (as designated).
