This role is primarily responsible for the delivery of Compliance and Competence Assurance process, and likewise responsible for ensuring the competence frameworks are up to date across Shell HSSE. Acts as the Subject Matter Expert and Coach to the Competence Assurance operations team ground and will also SME responsible for integrating the Continuous Improvement efforts of the team. This role will provide advisory support to the OD&L organization, Learning Operations, and HSSE business stakeholders on competence management and assurance process.

  • Advise stakeholders on the competence management and assurance process, and its application to their business/function/discipline
  • Advise stakeholders on the application of HSSE Competence Assurance, specifically Critical Leaders (CL), Technical Authorities (TA) and Front-Line Barrier Management (FLBM IG Prelude)
  • Advise and guide Learning Operations team on process execution for CL, TA and FLBM processes
  • Support the operations in running and maintaining the end-to-end delivery of the Competence Assurance processes, resolving complex concerns or queries within the scope of CA
  • Responsible for the monthly and quarterly reporting and analysis on Compliance and Competence Assurance Metrics for Downstream, Shell Aviation and Global HSSE/S&E Portfolios
  • Responsible for the monthly data audit checks and analysis on CA operations while working closely with the CA Coordinators, along with NIIT which sits within Learning Operations, and other support teams like Workday DevOps, People Insights Operations/Reporting and DAA Support Team
  • Expert with the published Workday Learning Management System and reporting tools such as PowerBI and WD Learning Reports
  • Support tactical projects in other parts of OD&L and HSSE that require expertise on Competence Management and Assurance
  • Deliver transformational projects and grow project management skills

  • FLBM: management of other learning activities such as FLBM Certifications setup, FLBM Assessments conversion
  • CL: run and maintain of the HSSE Critical Leader Assurance PowerBI Dashboard, resolving complex queries and concerns, learning activity set-up and support projects within CL space
  • TA: support on updates to the TA certification process refresh and will be responsible in the implementation of the DAA for TA Assessment Submission and support on TA Registration and Accreditation process
  • CAA: upskilling and capability building targeted to Competence Assurance processes, streamlining and standardization of end-to-end delivery of CA processes and run and maintain of the established internal CAA Dashboard

Note: This position will be operating in a hybrid working arrangement following a mid-shift working schedule (3PM to 12MN PH time)
