What's the role?
HSSE results:
- Achieve the proactive and reactive HSSE targets (Potential Incident, Near Miss, Significant Incident Frequency, Asset Integrity and Process Safety Tier 1 / 2, Spills) as agreed and defined in the reporting metrics.
- Define, agree and review the yearly HSSE plan with the Leadership Team.
Drive the HSSE culture:
- Implement Cluster, Regional and Global initiatives to drive continuous improvement in HSSE awareness and culture for leadership members, line managers and frontline teams as part of the journey to achieve a Generative Safety Culture.
Ensure HSSE Compliance:
- Implement Global, T&S and local HSSE requirements (HSSE Control Framework and HSSE legislation) within the T&S Distribution & Commercial Operations.
- Review and advice on Management of Change requests for possible HSSE impacts and provide Subject Matter Expert input as required.
HSSE Reporting (PMR):
- Support incident notification, classification and registration
- Analyze T&S incident statistics for management reporting requirements and properly identify areas for improvement.
- Ensure appropriate Incident Investigation for all significant or high potential incidents (e.g., Causal Learning) and ensure that learnings are shared appropriately and that agreed remedial actions are closed out in a qualitative and timely manner.
Active HSSE MS in the business:
- Regularly assess and improve existing HSSE procedures to ensure "fit for purpose."
- Keep up-to-date Emergency Response Plans (Cluster / Regional Level).
- Facilitate review or update of Hazards and Effects Management Process, Health Risk Assessment, other Risk Assessments (e.g. Hazard and Operability Studies). Note that the role will require the successful candidate to work towards general HSSE Technical Authority (TA) 2 accreditations according to the T&S certification criteria.
- Ensure HSSE training when required (HSSE introduction/On-boarding; Permit to Work/Permit Issuer/Lead Issuer)
- Assist with Shell HSSE Line of Defence 1/2/3 audits as well as legislative audits.
- Annual HSSE MS Reviews on local, cluster or Regional level.
Contactor Safety Management:
- Deliver the required HSSE support to ensure appropriate Contractor Safety Management (Greenbanding, Contract HSSE plan, Contract HSSE clauses, Contractor evaluations).
Transport Safety Management:
- Work in close cooperation with the Road Transport Managers and Compliance Coordinators as required to ensure a safe Road Transport business.
Process Safety:
- Provide Subject Matter Expert / Technical Authority support as requested / needed for Engineering projects and operational key points.
Personal Safety
- Provide SME support on relevant Personal Safety requirements related to the PTW process and its application to scopes of work within the North Sea Cluster Terminals.
- Monitor construction work in the North Sea Cluster locations to ensure personal safety requirements are met.
- Liaise with Regional Construction Safety Lead in implementation of Construction Safety Improvement Plan
Environment:
- Generate option for reducing the operational footprint (CO2, Waste, sustainable energy solutions, Soil & Ground Water Management)
What we need from you
- Significant prior T&S Distribution Operations experience and HSSE function experience (competitive candidates for this role will be able to demonstrate a proven track record in Operational HSSE in Site Operations, project execution or similar)
- Strong track record in leading and delivering through others.
- Knowledge of British and Dutch legislative requirements as it pertains to Terminal Operations will be beneficial.
- Fluent in English
