Overview / Responsibilities - Proactive Engineering interface on a project between the WOOD engineering team and Client.
- Overall responsibility for the timely delivery of engineering work which is compliant with the requirements of the contract.
- Maintain effective communication with all relevant parties including Lead Engineers, Client, Department Management, Project Manager, Process Manager, Project Control Manager, Construction Manager and Procurement Manager.
- Be fully familiar with the requirements of all documents that make up the contract including general conditions of contract, scope of work, specifications and standards etc, and require Lead Engineers to make themselves familiar with same.
- Determine and implement the Package Management Strategy for the project.
- Ensure that all engineering reviews take place and get closed out as per schedule
- Determine, in conjunction with the Manager - Project Engineering and the Manager - Discipline Engineering, the engineering organisation for the project. Require Engineering Department Managers to provide Lead Engineers in accordance with the agreed manpower plan Require Lead Engineers to obtain manpower from their respective Departments in accordance with the agreed MPP.
- Be familiar with, and control, the engineering budget for the project.
- Liaise with Project Control and Lead Engineers to ensure the development of an achievable detailed schedule for all Engineering activities consistent with the overall project schedule. Buy into and agree the schedule. Effectively manage progress against schedule, and agree remedial action where necessary with the Lead Discipline Engineers.
- Know and understand schedule milestones. Be aware of any bonuses and penalties on milestones. Understand what engineering have to contribute to successfully achieve milestones. Manage the Lead Discipline Engineers to achieve the milestones.
- Understand constructability issues and ensure these are reflected in the design.
- Require engineering work to be executed in accordance with applicable procedures, specifications and standards, including WOOD health, safety, environmental and quality procedures. Identify the need for project specific engineering procedures, and ensure that they are prepared and adhered to.
- Ensure a mechanism is in place to enable Project and Discipline Engineers to identify potential contract changes and/or deviations to scope. Oversee the preparation of documents to define the scope of such contract changes on the project. Oversee and agree the preparation of man-hour estimates for engineering activities, and the effect on the engineering schedule.
- Ensure that the engineering team is informed of the requirements of specific confidentiality and secrecy agreements.
- Properly allocate the preparation of miscellaneous documents (e.g. construction contract requisitions, miscellaneous material requisitions) to the appropriate specialist group in accordance with guidelines provided by the Manager - Project Engineering and the Manager - Discipline Engineering.
- Ensure that appropriate engineers are approved as Authorised Engineers.
- Ensure Lead Engineers adequately and appropriately populate the DMS and update accurately as required.
- Appraise the Manager - Project Engineering and the Manager - Discipline Engineering of any aspects of the project that prevent compliance with this job description and seek their help in resolving these issues.
Skills / Qualifications Qualifications: Degree in Chemical or Mechanical Engineering with minimum 12 years' experience in Refinery/ Petrochemical/ Chemical/ Power Plants/ Pharmaceutical plants.
Knowledge, skills and experience: • Experience in having lead the design and engineering team for FEED, PMC, and EPCM in grassroots and revamp contracts and worked as a lead in the design and engineering for at least 1 project would be an added advantage. General knowledge and application of engineering procedures, specifications, standards.
• Familiar with multi discipline activities to coordinate the project engineering activities.
• Able to lead, motivate & guide team comprising of multi discipline Engineers and Designers.
• Knowledge in Local Singapore Permitting Requirements is preferred.
