JOB PURPOSE / OBJECTIVE

Administer development process through providing induction, familiarization and orientation sessions and programs to Qatari Developee, trainees, students and interns as well as career counselling and advice related to learning and development across the company. Is primarily responsible for the design of development plans, counselling on performance, and conducting need analysis of training courses. Analyse and update the Qatarization plans, provide input to the QIS system, supervise summer trainees and internships, scholarship and FE students and act as liaison representative to a number of external agencies, institutions and partners

KEY ACCOUNTABILITIES
Strategic Qatarisation Plans and the E&I Sector Reporting (QIS)§ Assist in assuring departmental Qatarization plans are up-dated and complete each year in order to ensure operational efficiency vis-a-vis- the Qatarization process.§ Contribute to the provision of data input to the Qatari Information System (QIS) database in order to be compliant with Qatar Petroleum requirements.§ Contribute to the E&I Sector Awards submission as well as to the drafting of the E&I Sector report.

Further Education (FE) Administration§ Support Managers in submitting their FE nominations as per QP guidelines & Company's policies, procedures and strategic objectives.§ Assist departments with their FE applications to ensure they meet the criteria. Advise and make recommendations to assist with the process.§ Provide support and assistance to administrative and financial arrangements for FE students in order to ensure that the FE process progress smoothly.§ Act as a focal point to liaise with QP to ensure all the students' support, monitoring, and reporting are in place and up to date.§ Participate in the annual budget preparation related to FE.§ Assist with ensuring status reports pertaining to FE student's employees are prepared and circulated to Chiefs and Managers.

Scholarship§ Implement the Company's Scholarship strategy to meet Qatarisation development needs in accordance with the corporate strategic Qatarisation Plans.§ Communicate the Company's Scholarship approach to departmental heads, supervisors and coaches in order to ensure operational continuity and have clarity around the process.§ Communicate and follow up with QP with regards to fulfil Company's scholarship yearly demands.§ Participate in E&I sector Education Program Committee's (EPC) interviews and meeting as needed.§ Liase with QP to ensure the implementation of scholarship students training plans and assure the students are engaged with the employees through effective monitoring.§ Implement and follow up on all administrative and financial arrangements to ensure scholarship students retention.§ Participate in the annual budget preparation related to scholarships.

Summer Trainees and Internships§ Plan, implement and coordinate Company's summer training and internship programs and communicate effectively to key partners.§ Ensure all students have a formal training plan and contract in order to yield the higher outcome from the programs and maximise the students learning and development opportunities.§ Ensure that administrative and financial arrangements (including participating in the yearly budgeting) are aligned with policy and students' payment and recognitions are promptly and accurately completed and processed.§ Confirm that assigned departments are actively engaged with students and are kept abreast of their progress and achievement.

TAFE - Vocational Education and Training§ Cooperate with Line staff and Recruitment to ensure the correct numbers and calibre of trainees are interviewed, selected, allocated and finally recruited as ‘trainees' and ‘developees'.§ Coordinate with our training partner representative to ensure Company's assessment regime is rigorous and credible.

Qatari Development System and other automated systems:§ Maintain an integrated Qatari Development information system in order to ensure efficiency and accuracy in planning and processing.§ Establish effective partnerships and relationships between the relevant Human Capital functions (e.g. Recruitment, HR Services, Workforce) in order to ensure that Qatarisation needs are effectively and efficiently served (i.e. CVs and Job descriptions forwarded on time, discussions over candidates capabilities are concluded timely etc.).

Coaching and mentoring§ Contribute to maintain the Coaching Culture within the National population and encourage Qataris to be developed as coaches.§ Provide advice and external coordination and collaboration to partners and providers on all aspects of Qatari Development initiatives.§ Provide internal advice to heads, supervisors and line staff on operational training, workplace learning and coaching issues.

Policies, Systems, Processes and Procedures§ Contribute to the identification of opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account ‘international leading practices' in order to improve productivity and operational efficiency.§ Provide critical input to support the development of Section's systems, policies, processes, and procedures in order to meet business requirements.

Quality, Health, Security, Safety and Environment§ Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high quality products/services.

QUALIFICATIONS & EXPERIENCE

Bachelor's degree in Business Administration or any related discipline.
Preferred (Qualification1 / Discipline): Master's degree in Business Administration or any related discipline.
