Job Description Summary:
The Offshore Operations & Maintenance (O&M) Implementation Manager will be a key member within a dedicated team leading the delivery of the O&M workstream and strategy across the APAC project pipeline based in Tokyo. You will provide technical and strategic expertise, to support the project delivery throughout the development lifecycle.
Job Description
The purpose of this role is to ensure that Shell's OFW Operational strategic value drivers are represented in our partnerships in Asia and deliver. Throughout the value chain, this starts with driving Shell's strategic consideration as Lead Operator of the Venture, all the way through ensuring that agreed ways of Operating and Maintaining the wind farms get implemented on site and deliver their intended value. As such, this role with have people reporting to it that are both placed in an operational JV (post COD), as well as those developing bids and projects.
Primary Accountabilities:
o Represent Shell's Lead Operator strategy at the front end of the Offshore Wind Opportunity funnel for the region
o Assist in Partner selection and negotiate joint venture agreements
o Represent Shell's Lead Operator strategy in bid developments in the Region
o Once developed, represent Shell at Board of Directors of JV's in the Region
o Build up a regional team, by business demand, build team consisting of operations implementation engineers, operations managers, and technical asset managers
o Set up SIWOOC (Shell International Wind Offshore Operations Company)
o Work closely in parallel with Asia Regional manager on developing new partnerships for the Operate phase of the Offshore Wind farm.
Dimensions:
o Current Asia opportunity portfolio consists of numerous key opportunities, representing ~7GW of Offshore Wind and a large pipeline that is maturing
o Asian Offshore wind initially focusses on 6 countries: Japan, Singapore, China, India, Philippines, and Malaysia, with South Korea and others to be added at pace
o Budget responsibility for line team and assisting the Asia Development team in their budget round
o Broad range of stakeholders and types of JV set up
o Broad technical portfolio: monopiles, fixed structures, and floating wind
o Work together with a team of enthusiastic colleagues to create the way forward for offshore wind in Asia
o Travel is a common feature of the role, also inter-continental, and could be up to 40% per year on average
o Build an Operations Team and partnerships locally for the Operate phase
Requirements Experience:
o 10+ years' Operational experience, preferably including roles in power / renewables / offshore wind sector and ideally forming partnerships in joint ventures
o Proven track record in contributing or leading a deal/project through Opportunity Realisation Standards (ORS) of Shell.
o Understanding of value chain in the Energy business.
o Proven ability to create and maintain positive relationships with a wide range of stakeholders at various levels of seniority to further Shell's business interests. Ability to represent Shell externally.
o Self-starter with strategic thinking skills and a strong bias for 'getting things done' collaboratively whilst not losing sight of the details and the bigger picture.
o Excellent ability to apply ORS processes, commercial value creation and an ability to identify and mitigate the key risks that could erode value (including NTR, Reputation and HSSE).
o Fluency in one or more mayor language of the Asian region
o Track record of having worked in Asia with local JV/NOV partners
o Proven line manager experience, preferably in Asian context
Leadership and Skills:
o Define, develop, and implement the O&M Strategy, including land O&M base and port requirements, and logistics.
o Develop and implement the Project Execution Strategy for the Operate phase.
o Strong analytical skills.
o Strong intercultural communication skills
o Excellent in communication, both verbally and in writing
o Ability to work with Shell's Asset Management System and scale up/down based on JV requirements.
Additional Information:
o The successful candidate should be comfortable to work in changing circumstances, in a team where not all roles are well defined from the start and should be willing and able to cover a wide scope of required activities. Value is won (and lost) in the interfaces, and particularly Shell Renewables Energy Solutions requires close integration of several value levers. As a result, effort will be spent both on external stakeholders (commercial partners, regulators, associations, banks, investors) and internal stakeholders.
