Project Portfolio Manager
We are looking for a Project Portfolio Manager for our client who is active in the chemicals industry. The position will be located in Bergen op Zoom, the Netherlands and it is a one year contract with a possibility to extend.
Job PurposeYou will manage and coordinate the execution of site projects throughout all phases (design, procurement, construction, pre-commissioning and closeout), by planning during development phases and controlling during site project execution, within company applicable policy, procedures and guidelines. Lead project execution by effectively managing safety, quality, cost and schedule. Interface with project stakeholders. Provide guidance to Project Management Team in application of project execution best practices and lessons learned.
Key Accountabilities
Strategic Contribution:- Leads the project team to provide a world-class project execution service, and implement best practices at E&PM Site level.
Safety:- Leads consolidating the mind set of Safety as always the first and the most important aspect of the Project.
- Responsible for all safety aspects of the projects through EHSS participation.
- Responsible during the construction of assigned projects, for implementation of Safety standards to promote a safe workplace - all accidents are avoidable.
Project Development:- Review the CDP prepared by the Affiliate (Owner) or by third Parties, for complete definition of project scope.
- Lead development of FEED, create project execution strategy, ITB preparation, Bid review, recommendation of contractors, and resource (work force) planning, Level 2 schedule, +/-10% cost estimate.
- Identify and engage all stakeholders as required during the project development & execution.
- Responsible of the constructability reviews at different project stages with stakeholders participation to integrate a safe constructible, maintainable and operable design.
- Prepare the project execution plan identifying the challenges and special attention issues of the project.
- Identify project risks, maintain up to date the "risk register", monitor "risk triggers" and follow up closing risks as per the action plan.
- Meet requirements from E&PM processes and procedures.
- Lead Value Improvement practices.
Project Execution:- Manage Site Projects complying with safety standards and delivering within approved budget, schedule and according to project specifications and procedures.
- Manage and coordinate activities associated with design (including but not limited to KOM, multidisciplinary coordination, 3D-Model, design reviews, approval of DE package by Affiliate, change management, progress review), procurement services (including but not limited to releasing PRs, Vendor drawings review & approval, FAT), construction (including but not limited to KOM, safety performance review, quality performance review, work progress review, change management), pre-commissioning (ensure mechanical completion, resolution of all "A" and "B" punch list items) and close-out (including but not limited to ensure all contractual deliverables and activities are completed by vendors and contractors, perform SAP closing transactions). All according to project procedures and standards.
- Coordinate the Project Engineering Alliance resources assigned, safety compliance, team efficiency performance, quality execution and response capability.
- Implement the project execution plan for proactive control of project scope, quality, cost and schedule, report on progress, identify deviations, forecast trends, take corrective actions as needed, promote communications, and coordinate the activities of all participants on the project.
- Comply to EHSS rules and applicable SHEMS. Participate in EHSS Reviews.
- Lead functional expertise in design reviews and key decisions.
- Develop project execution plan including contracting strategy, with all stakeholders alignment and GPS.
- Develop and maintain the system for early identification of time and/or cost potential deviations and timely decision-making of corrective actions.
- Engage and coordinate with corresponding E&PM Departments for risk management and quality audits.
- Approve PRs, expedite approval by authority, manage bids technical clarifications & evaluation, follow-up for PO placement.
- Approve technical Bid Analysis (materials and services).
- Arrange and lead all KOM's and issue MOM for respective phases.
- Follow management of change procedures to control project changes.
- Responsible for the effective communication and reporting plan.
- Responsible of project close out and upload actual project data for future reference of information to all authorized stakeholders and project team members.
- Evaluate and monitor performance of the project according to established KPIs.
- Identify and share lessons learned.
- Evaluate contractors performance jointly with GPS.
Contract Administration:- Ensure compliance with all technical procedures & standards as applicable to the contract.
- Ensure implementing of Change Management, which is an effective establishment of protocols, records, analysis, approval/rejection, implementation, and control of project changes. Coordinating the involvement of the required E&PM Functions and GPS.
People Management:- Manage the resources assigned by Project Engineering Alliance.
- Demonstrate team leadership and conflict resolution to promote a high level professional and productive work.
- Facilitate communication with the Stakeholders.
- Provide coaching/consulting function to project team as needed to develop skills.
- Assure that all team members understand their roles and full fill their responsibilities.
- Provide input on the performance of project team members.
Requirements- Bachelor degree in Engineering, desirable if the incumbent has post-graduation in Engineering, Construction Management or related fields.
- Recommended: International certification in Project Management from a worldwide recognize institution (PMI).
- 5 years of experience in petrochemicals or in industrial environment
- 5 - 10 years of project management experience
- Knowledge of various kinds of project disciplines and expertise in project management
- Recommendation to have background of expertise in a specific engineering discipline
- Facilitate to all team members understanding roles / accepting their responsibilities
- Evaluating team members performance and mentoring for continuous improvement
- Knowledgeable with policies, procedures and best practices
- Ability to support interface with authorities for site specific permits
- Good quantitative and analytical skills
- Good planning skills

- Have project control and quality background
- Basic knowledge of contracts administration
