Responsibilities:
- Review FEL stage outputs to help drive robust option selection and technical decision quality
- Serves as a principal resource to the Engineering Manager (EM) for the definition of the project specifications and standards by interfacing with discipline engineers, identify list of applicable Technical Practices to seek Engineering Authority endorsement as required to support each project
- Maintains a holistic view of risks across all engineering disciplines to ensure that issues are fully resolved
- Raise requests to EM for access to additional internal or external technical expertise as required to support project scope (central bp Solutions, I&E, or 3rd party)
- Responsible for engineering review and oversight of execution planning by the Engineering Contractor (EC), including the identification and sequencing of engineering schedule activities
- Monitor the contractor engineering activities including technical quality and delivering against the approved hour estimate and schedule and raise issues or concerns to bp Project Manager and/or EM for action
- Maintain a focus on driving discipline engineer involvement at the right time in the project to support accurate definition of design requirements to support long lead material procurement from the beginning of the process
- Lead the discussion with EC on review package planning to assist in planning an efficient breakdown of discrete review packages by discipline
- Oversees the development and maintenance of the Project Basis of Design (BoD) documentation and specifications by the Contractor, which includes driving effective identification and mitigation of project technical risks
- Ensures all deviations from the approved practices, project specifications and processes are identified, and deviations processed in accordance with appropriate procedures
- Coordinate with discipline engineers and refinery engineers to drive timely review of key deliverables as defined in the Engineering Oversight Matrix (EOM). This includes focusing on quality of the reviews and appropriate contractor/project response to comments to meet the intent of EOM conformance.
- Lead day-to-day resolution of technical queries and issues raised by the Contractor requiring BP feedback or direction, while also ensuring that the Contractor is completing the design work and not utilizing bp Discipline Engineers (DEs) to perform design tasks
- Responsible for ensuring the documented close out of actions relating to HAZOP, LOPA, PHSSER, etc.
- Perform engineering verification reviews at project stage gates, including coordination of DE reviews to support as needed, and feed results to EM with recommendation on gate readiness
Personnel proposed for this scope of services shall meet the following minimum qualifications:
- Bachelor's degree in Engineering
- 10 years of combined experience in oil and gas / refining / petrochemical plants and projects (may consist of roles across engineering design, engineering management, project management, or other project support roles)
- Experience with bp projects preferred, including an understanding of bp project process and Technical Practices
Travel requirements:
- Worker will either be located in the engineering contractor's Edmonton office full time, or be required to travel to that office location for 2 weeks out of every month.
- Worker will be expected to work on site in the Burton Center office located at the Whiting Refinery when not working at the engineering contractor's Edmonton office.
