Stabbert Maritime is a Seattle-based maritime company focused on providing unique maritime solutions for its customers. The Company is looking for an HSE Manager to join its shoreside team. The HSE Manager is responsible for the design, implementation, communication, and coordination of all environmental, health, and safety programs for the organization. This position will develop and provide technical and administrative directions on all HSE decisions. Responsible for managing the marine accident and incident investigation program. Manages, updates, and oversees the marine operations documentation, oversees the vessel operational systems (MobileOps) and assists the DPA. Manages the company's safety programs through developing and continually managing HSE processes. Ensures the integrity of the vessel security plans as the CSO.

ESSENTIAL FUNCTIONS:

  • Review internal HSE policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing or develop new policies and practices from these assessments for implementation within the Safety Management System development.
  • Ensure compliance with legal and other regulatory requirements, including relevant international conventions.
  • Works with Managers, Port Captains/Engineers, and vessel crews in identifying areas for change, which will lead to the reduction or elimination of safety or environmental risks and hazards.
  • Develops, implements, and revises training for EDS systems requirements.
  • Develops countermeasures to reduce risks.
  • Support successful rollout of MobileOps to all vessels.
  • Interface with Management and Vessel crews for program issues.
  • Revise and create new inspection criteria.
  • Manage vessel data and input of new routines for additional vessels and types.
  • Interface with Vendor for all systems issues including the development of increased functionality.
  • Manage MobileOps including monthly updates and program organization, update of forms, and other program changes as required.
  • Perform the administrative function of the DPA email inbox.
  • Coordinate training programs for staff and all stakeholders which will increase proficiency in safe practices and promote HSE consciousness.
  • Assists DPA in the development and oversight of annual budget and resource requirements.
  • Manages the Event Data System (EDS).
  • Manages and coordinates with managers on all marine accident and incident investigations.
  • Tracks and follows through until resolution of all accident and incident investigations and corrective actions.
  • Prepares incident reports and provides training as well as subject matter expertise to support marine managers.
  • Prepares Lesson Learned reports for dissemination.
  • Prepares Safety Alerts for submission and dissemination.
  • Assists management in accident and incident investigation and assists in training and development of EDS requirements.
  • Support Operations where applicable.
  • Assists Port Captains and Engineers with field monitoring and audits of various safety and environmental activities, including recognition of hazardous conditions and practices and the recommendation of control methods.
  • Participate/attend industry-related conferences when requested to do so.
  • Supports the vessel security plan as the CSO.

KNOWLEDGE SKILLS AND ABILITIES:

  • Continually maintain an appropriate level of awareness, knowledge, and preparedness across the Department to create a culture that prioritizes effective HSE and balances overall associated costs.
  • Proficient knowledge of the offshore marine environment.
  • Strong written and oral communication skills with a high level of attention to detail.
  • Must be able to build and maintain effective working relationships.
  • Proficient with Microsoft Office programs.
  • Ability to organize workload, and prioritize projects in an ever-changing environment.
  • Ability to work under pressure and with time constraints.
  • Ability to demonstrate high ethical standards of honesty and integrity to lead by example.


MINIMUM REQUIREMENTS:

This position generally requires a bachelor's degree, USCG Deck/Engine license, or a combination of education and work experience in the marine industry. Requires certification in the investigative process including root cause analysis. Candidates must be familiar with basic vessel operating practices and procedures. Experience with quality programs (ISO, ISM, ISO 9001) is required. Must have VSO/CSO certification.
