Main Responsibilities

  • The Chief Officer SDPO is Second-in-Command of the vessel under studying the Master and is in full control of the vessel in the absence of the Master. The appointment will be recorded in the official logbook or ship logbook.
  • The Chief Officer SDPO shall act as the Departmental Head of the deck crew (Bosun, AB, and OS). In conjunction with the Chief Engineer, he shall be responsible for the upkeep of all deck machinery and equipment including the supervision of the deck planned maintenance program.
  • Ensures that company safety and security procedures are followed.
  • Liaises with the Project management regarding Marine and Project related safety and emergency drills to assess the effect of emergencies on marine and project activities with the object of ensuring a coordinated emergency response.
  • Keeping normal watch either vessel in port, on passage or at anchor and act as senior watchkeeper on DP.
  • Assists Master in firefighting and emergency procedures controls, in the event of fire or other emergency. On scene commander for emergencies outside the engine room.
  • Liaises with all other Deck officers on general ship running and routines.
  • Ensure that all cargo and materials not related to projects are secure and organize cargo transfer when required.
  • When engaged in projects, shall liaise with OCM, Deck Foreman and Project Engineer to ensure that all project cargos and materials are secured and assist with the organization of cargo transfer when required.
  • When the vessel is not engaged on a project, then he will ensure that all certification of lifting appliances, running gear, slings, shackles, etc. being used by the marine crew are maintained.
  • When engaged in project, he will oversee and assist the L2CC to ensure that all certification of project related lifting equipment is maintained and filed separately to vessel equipment certification. Where projects elect to undertake this responsibility,
  • he will conduct regular audits of the 'Project specific' certification file to ensure that it is being satisfactorily maintained.
  • Assists in paperwork if required which may be incurred by clients / charters information data requirements.
  • All other duties as directed by the Master of the vessel as required by the operational circumstances and condition of the vessel.
  • Maintenance of vessel stability with reference to stability, trim, stress and bending moments, to ensure compliance with statutory stability criteria as described in approved stability documentation.
  • Maintenance of adequate fresh water supplies whilst in port and ensuring enough for vessel departure. Whilst at sea he will liaise closely with the engine room regarding freshwater generation into domestic freshwater tanks.
  • Ensuring domestic tanks are kept in good condition by regular inspections, super chlorination, water test samples and dosage treatment of water.
  • Ensures that the Ballast Water Management plan is followed and assisting the quarantine officer in taking sample of the water.
  • Liaison with Chief Engineer to plan tank usage for fuel oil consumption, with relation to stability criteria.
  • Manage the garbage onboard in accordance with vessel Garbage Management Plan.
  • Preparation and maintenance of all paint work except for engine rooms, however the Inter-Departmental Flexibility of the seamen should be utilized during periods of bad weather, to assist in the upkeep of engine room paint work
  • Inventory stock levels of deck stores and PPE, ordering as required to keep for same.
  • Where there is no Medic / Administration Officer onboard the Chief Officer SDPO assisted by the Second Officer shall be responsible to the Master for the medical treatment/assistance to personnel onboard.
  • Carry out GMDSS Operator duties and hold GOC certificate.
  • Where no Admin is carried then Administration Officer under normal circumstance, however in an emergency or other circumstance where the Master considers that the Medic / Administration Officer's responsibilities are elsewhere the Chief Officer SDPO shall resume the role.
