Project & Portfolio Controls Engineer

Job Type: Contract- 1 year renewable 

Location: Pasadena, TX.

Summary:

The Project & Portfolio Controls Engineer is responsible for gathering project-related data from the Project Management and the Industrial teams, treating this data, and maintaining cost and schedule progress reports. The PPC Engineer must be able to provide an analysis of the complete set of projects for all industrial sites, with sufficient depth for the project manager to act in the main project areas (E-P-C). Responsibilities also include supporting the continuous development of the five-year Project Portfolio plan (+700 Projects) through project audits, system administration, support for system integrations, data entry, and quality assurance. During the Investment cycle, the role involves the application of multi-criteria decision tools to select the best projects to join the following year's CAPEX portfolio. This position will require minimal travel (<5%).

Responsibilities:

  • Performance analysis of cost and schedule of multiple projects. Create and manage reports, discuss action plans with Project Managers related to performance deviation.
  • Overview cost and schedules to ensure compliance with standards. Work with Cost Estimator and Project Scheduler to increase quality of the deliverables.
  • Maintenance of the capital portfolio, monitoring the current capital expenditures, adjusting the capital trend with support of the Project Management team. Participate in discussions across multiple Industrial sites to follow up status updates.
  • Apply decision criteria tools to prioritize next year's capital portfolio.
  • System administration of the PPM (supports day-to-day system needs)
  • Creating and maintaining reporting solutions for Maintenance, Project Management, and Executives.
  • Ensuring Project Management and Industrial teams have the appropriate tools for project financial planning.
Required Qualifications:

  • Bachelor's degree in Engineering (Industrial. Mechanical, Electrical, or Chemical)
  • 5 to 10 years in Project Management/Controls experience in Brownfield projects in the Oil & Gas or Petrochemical Industry.
  • Experience in working in a portfolio with multiple projects.
  • MS Office proficient; expert in Excel.
  • MS Project and Primavera P6 Experience is required.
  • Practice in project management (FEL methodology - estimation, project planning, resource planning, issue management, risk management, change management, communication planning).
  • Excellent business communication, writing and interpersonal skills
