Overview / Responsibilities

Wood Environment & Infrastructure Solutions is seeking a Junior-Level Planner / Stakeholder Engagement Specialist for FEMA Risk MAP under the Production and Technical Services (PTS) contract. This is a remote work position with moderate travel required for in-person meetings during non-pandemic situations.

Key Responsibilities :

  • Support FEMA project teams on a wide range of stakeholder engagement activities throughout the full study lifecycle and in accordance with FEMA's Guidance for Stakeholder Engagement document series.
    • Working one on one with the Senior Stakeholder Engagement Specialist to prepare, execute and thoroughly document Hydraulic and Hydrologic Webinars, Flood Risk Review Meetings (FRR's), Community Coordination Officer (CCO) Meetings and Open Houses.
      • Perform advance coordination to determine schedule and logistics.
      • Identify and invite community participants (primary and secondary).
      • Scheduling venue, coordinating local stakeholder participation, prepare community invitation letters and assist with digital distribution.
      • Creating agendas, assist with slide deck preparation and refinement of meeting materials
      • Capture attendance, notes, questions and assist with follow up data entry in the Community Information Systems (CIS) and Mapping Information Platform (MIP).
      • Draft follow up emails and send meeting minutes to all participants (2-3 days after meeting)
      • Assist with community follow up for any outstanding items brought up during meetings
    • Serve as 508 Compliance Lead for all meetings ensuring accessible information and communications meet all ADA requirements
  • Interface with FEMA RMD, CERC, other PTS providers, and internal team members to assist the development of engagement and outreach materials:
    • Synthesize the best content from existing templates and customized meeting materials, with further refinement where applicable.
    • Assist with maintaining a communications library/playbook for various project touchpoints beyond formalized FEMA deliveries (such as 'Off the shelf' emails that can be repurposed to deliver clear and comprehensive messaging that is applicable to the project stage).

  • Support a larger internal group of planners and stakeholder engagement specialists to fulfill the missions of the PTS-CERC Program and Regional Production Teams.
    • Assisting with review and development of web content, regional websites, technical fact sheets and outreach materials.
    • Participate in weekly/monthly coordination meetings to review, monitor, and manage risks and issues related to Risk MAP production.

Skills / Qualifications

Required :
  • Four-year degree or higher in Planning, Engineering, GIS, Public Policy, Emergency Management, or related discipline.
  • +2 years of related professional experience.
  • Experience in hazard resiliency, climate change and floodplain management.
  • Experience building and sustaining partnerships.
  • Experience with meeting planning and public presentation.
  • Exceptional written and verbal communication skills.
  • Resourceful and self-motivated.

Preferred :
  • Programmatic Knowledge of FEMA and its organizational structure.
  • Fluency with FEMA Risk MAP and National Flood Insurance Program (NFIP).
  • Experience communicating FEMA's policies and standards and know-how to tailor FEMA's program to meet the needs of regional, state, and local partners; and that have the capacity and dedication to deliver
  • Professional certification - American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), or similar.
  • Knowledge of hazard mitigation actions that reduce flood risk in communities.
  • Experience with ESRI ArcGIS software.
  • Experience with municipal government structures and processes.
  • Familiarity with Risk Rating 2.0
