Qualifications & Certifications

• IWCF Well control - Level 4 (Supervisor)
• OIM certificate with Panama OIM license
• Secondary School Level Education Or recognized Experience/Training Certificate
• Supervisory management
• Valid BOSIET Certificate
• Valid OGUK Medical Certificate

Experience

• Extensive offshore experience at a supervisor level - Preferably 10 years offshore experience including at least 5 years in a supervisory/ management position
• Stand-in OIM experience where the individual has undertaken the role for short periods of time
• Must have 2 years of experience in Gulf of Thailand

• Good time management skills with ability to plan and prioritize
• Adaptable, flexible and open to ever-changing work environment
• High level of verbal and written communication in English.
• Ability to access and work at heights up to 60 metres
• The OIM are required to work on day shifts but be available at night.
• Be at a level of fitness so can carry out various duties including use of SCBA, walk throughout multi-level areas of tender and DES and lifeboat operator
• Maintain BMI levels as per Company & Client's requirements
• The incumbent is expected to be mobile to cover similar roles within the fleet
• Meet the training requirements as per company's training matrix
• Ability to competently and safely perform duties defined in the job description
• Preferably extensive experience in Oil & Gas drilling operations
• Major emergency management with OIM controlling emergencies competence
• Accident/incident investigation
• Computer and IT literacy

Main Responsibilities

The Offshore Installation Manager (OIM) is responsible for the day-to-day management, operation & maintenance of the offshore installation and in charge of the health, safety and welfare of persons on or about the installation in line with the efficient execution of the operational program.

The OIM shall ensure that all contractual obligations are satisfied as the company representative. Responsibilities include ensuring compliance with relevant legislation, codes of practice, guidelines, industry standards, company policies and procedures applicable to the area of operation. Update Rig Manager on frequent intervals on operation and any changes.

Minimum Job Functions

Includes, but is not limited to and not in order of priority:

• Ensures full compliance with all mandatory procedures and regulations that relate to drilling operations
• Ensures implementation of the Company Safety Management System, that is, compliance with legislation, company policies, standards and procedures, monitoring compliance by all other personnel.
• Promotes and maintains a safe environment for all personnel, ensuring on-going development and training of employees plus ensure that their competency levels not only meet current requirement, but also improves to meet next higher levels.
• Oversee all drilling and well maintenance activities, including the management of the integrated services contractors and support personnel, to ensure that all operations meet contractual quality and performance criteria.
• Provide advice and guidance to Tourpushers and Drillers on all operational matters as may be required.
• Ensure accurate recording and reporting of all problem events, including accidents/incidents.
• Examine, review all the requisitions generated by various departments are complete and sufficiently detailed to allow them to be processed without additional onshore input. Authorize requisitions at the appropriate level and oversee management of the warehouse inventory levels so as to ensure compliance of targets.
• Direct rig-up, rig-down, dismantling and moving of rig and auxiliary equipment, and supervise Drillers and drilling crews in setting up and operating equipment in a safe and efficient manner.
• Evaluate all work carried out to the requirements of the Permit-to-Work system, initiate and write Permits-to-Work as necessary and ensure that all safety precautions are taken and only work is carried out stated in the Permit-to-Work.
• Responsible for the performance management of the personnel under their authority to ensure standards of behaviour and performance expected by the Company.
• Prepare suitable handover documentation to allow their relief to become familiar with status of operation and ensure their supervisors do similar.
• Oversees daily operational activities to efficiently plan and execute the assigned drilling program in full coordination with the Customer Representative.
• To maintain regular communication with the Rig Manager on performance of all relevant activities regarding the rig's operational needs.
• Manages emergencies and to direct the training and emergency drills of all personnel aboard to ensure readiness for emergencies in compliance with regulatory requirements.
• To organize and supervise the activities of drilling, marine, maintenance, safety as well as all the other departments and ensure that all procedures including rig-specific procedures are understood and observed by all personnel onboard.
• To ensure that pre-spud meetings are conducted and that well related hazards are recognized and managed appropriately by the key personnel.
• To manage the monitoring of all onboard equipment and systems usage, supervise testing and inspection of critical equipment and systems and ensure that various limits for operational parameters are maintained / observed.
• To observe, monitor, along with Customer Representative, for all third- party services on the rig and ensure that they comply with Company's policy and Safety Practices.
• To plan safe, smooth and efficient mobilization of the Rig from one location to another
• To undertake and organize audits and inspections as per audit and inspection procedures
• Carry out competence assessment of direct reports in field of expertise and verifications of competence assessments carried out on the rig.
• Manage and address effectively personnel issues affecting their crews, with the appropriate input and advice from the Rig Manager and Human Resources department.
• Utilize, as and when appropriate, the Performance Appraisal Procedure as well as the Disciplinary Procedure for detailing performance issues including; high standards of work, career development and / or sub-standard performance.
• Assist the rig manager to ensure expenditure is in line within agreed limits and meet objectives.
• Follow up on audits and maintenance relating to the rig

SAFETY RESPOSIBILITIES:

• Understand safety critical barrier responsibilities as defined within the Rigs safety case (available from your supervisor)
• Understand safety critical procedures, safety critical equipment and safety critical activities associated with safety critical barriers as defined within the Rigs safety case
• Maintain effectiveness of safety critical barriers as defined in the Rigs safety case
• Lead safety by example for all employees to follow
• Promotes safety awareness and safe work practice among all the personnel on board
• Implement and lead company and operator safety programs and initiatives
• Lead participation in and compliance with the Permit to Work system
• Conduct pre-tour and pre-job safety meetings in compliance with the company requirements (which includes use of the 4-Point check / Energy Wheel and TBRA tools), ensuring that crews have participated fully in discussions, have determined the safest method to complete the task and have a full understanding of the work to be performed (especially their individual role)
• Report all hazards and positively intervene in all observed unsafe acts (Stop Work Authority)
• Participate in emergency drills, including post-drill debriefs
• Attend General Safety Meetings
• Manages emergencies and to direct the training and emergency drills of all personnel aboard to ensure readiness for emergencies in compliance with regulatory requirements
• Carry out all work activities within the guidelines of Company or Operator Policies or Procedures
• Ensure that all work areas for personnel are always, so far as reasonably practical, safe and clean
• Ensuring he is familiar with any delegated responsibilities as detailed in the Operators Emergency Response Plan
• Report incidents and near misses and all, LTI's, HiPO and serious incidents involving property or environmental impact to the Rig Manager immediately.
