The position of Construction Engineering Manager (CEM) is within the GEMTE Field Execution Organization and reports to the Manager of Construction - Americas. Key responsibilities of this position are to provide leadership of construction activities for a large capital projects in excess of $1B. The primary responsibility of the CEM is to champion a safety culture and achieve zero construction safety incidents.

Other responsibilities include collaborating with engineering to ensure reduce safety exposure at the design phase, ensure constructability, and minimize construction costs while meeting cost and schedule objectives. The CEM is accountable for overseeing all aspects of construction for a mega project. (The CEM position has many similarities to a Construction Technical Service Manager at other companies but includes increased responsibilities.)

He/She/They will oversee construction engineering tasks for proposal development, front-end constructability strategy, safety, schedule, quality, resource planning, contract administration of construction contracting firms and cost management. CEMs are accountable for managing all construction engineering and field resources assigned to a mega project. Construction engineering resources will vary between 20-50 for mega projects and will be a combination of AP employees and contractors at multiple locations.

The CEM may be located at either our Houston office or, optionally, the Allentown, PA corporate headquarters. The position will require 10-50% travel during the proposal development phase of projects. He/She/They is expected to have a presence with the engineering group at the start of the project and transition to the construction site full time when required. Engineering may be performed in the US, China, and/or India.
Specific Job Functions of this position are:

  • Support all phases of projects and be Accountable to Manage: site safety program and resource strategy, construction participation in labor and contractor qualification, development of construction site estimates, overall construction schedule, resource planning and control, productivity and schedule control, claims avoidance, and meet all schedule and cost metrics.
  • Oversee and Review the project scope and incorporate measures needed for a safe project execution. This includes industry benchmarking, design changes, dedicated site safety supervision, incentive schemes, field representative, data collection and analysis, and contractor training.
  • Advance the incorporation of constructability into the engineering and design execution strategies (including Construction Execution Strategy, Path of Construction, Modularization, AWP, etc.)
  • Expertise is Advanced Work Packaging (AWP) required
  • Ensure Field Change Order metrics are communicated to engineering, design, contractors, and suppliers.
  • Collaborate closely with procurement team: assist in development of the contract strategy (e.g., fixed price, bill of quantity, reimbursable, cost plus fixed fee, etc.), support development of labor strategy, participate in selecting contracting partners and/or bidders.
  • Manage the development of all bid specification packages and work closely with the project execution team to incorporate changes to the specific scope of work for a contract and ensure the correct standards are include in construction package.
  • Work closely with project execution team to develop the staffing for all phases (proposal, engineering & design, shop fabrication, etc.)
  • Manage Site Material Receiving, work processes, site support and site material metrics.

The position requires at a minimum:

  • Previous experience managing capital construction projects in the $1B range
  • Demonstrated leadership and strong interpersonal skills
  • Leadership of both construction engineering and site construction teams
  • Ability to communicate at all levels of the organization and construction site
  • Experienced in in the full cycle of construction activities from development through production.
  • Proven Record of success in safety, environmental, quality, employee involvement, team building, and diversity.
  • Ability to travel domestically and internationally; 24/7 availability
  • Must obtain or be qualified to obtain a TWIC credential
  • Facial hair shaved to allow for respirator use
  • Construction, engineering, or management university degree or equivalent experience
  • * Minimum of 20 years construction and engineering experience
