Our client a major Oil & Gas operations company are looking to add an Asset HSE Lead to their team working from their head office facility in Norwich.

The role is for a 12 month contract role.

This is a great opportunity to work as part of our clients QSHE Team based in Norwich where you will play a key role in ensuring the business remains compliant with all relevant statutory provisions, codes, standards and good practice. This is achieved through a combination of advice, guidance and coaching to the operational locations, as well as periodic inspections and audits to assess and verify compliance.

The role extends to cover the activities being undertaken on their assets, including Drilling, Well Operations and Projects, which requires interfaces onshore with relevant departmental personnel and then supporting delivery of the activity at the operational site.

The Asset HSE Lead will have line responsibility for offshore and onshore site-based Medic/HSEAs.

This is a full-time office-based role (Mon-Friday) with requirements to visit offshore as operationally required.

Key Responsibilities Include:
• Develop a programme of visits to sites (excluding NUI's) to monitor compliance with our SEMS and provide coaching and advice as necessary to maintain and improve compliance with our HSE standards.
• Visiting the sites to coach the Medic/ HSE A in HSE aspects.
• Support operational sites with the development of annual site-based HSE Plans, periodically reviewing progress to ensure the requirements of the HSE Plan are delivered.
• Interface with onshore teams (drilling, well operations and projects) to ensure all activities are effectively planned, coordinated and risk assessed to minimise the potential for incidents within the operation.
• Ensure operational sites comply with internal requirements for the reporting on incidents, including assisting with the development and distribution of Safety Alerts and Safety Bulletins. Ensure effective sharing of lessons learned throughout the business.
• Ensure operational sites meet the deadlines for external regulatory reporting of incidents, reviewing reports prior to submission to confirm accuracy and correct classification.
• Provide support and coaching during incident investigations to ensure direct, indirect and root causes of incidents are correctly identified, and SMART actions generated to reduce the likelihood of reoccurrence.
• Maintain oversight of €˜management of change' within the operation, which has been highlighted as an area where incidents have originated historically. Review physical and organisation changes which have been planned and ensure risks have been considered thoroughly and actions to reduce the potential of incidents implemented.
• Participate in TRM, Risk Assessment, HAZID and HAZOP workshops as required for onshore and offshore facilities during the design, construction, operations, commissioning, and decommissioning phases.
• Review and evaluate plans and procedures developed by Contractors to eliminate, control, or mitigate potential health and safety hazards.
• Support regulatory inspections as required and participate in kick-off and close-out meetings. Provide support to operations for addressing issues raised by the regulator.
• Provide support to Safety Engineers in the execution and delivery of Safety Case/COMAH
updates and the program of 5-yearly Thorough Reviews
• Work with the Environmental Lead/Advisors/Graduate to identify opportunities for
monitoring environmental performance during site visits
• Provide input to (and support delivery of) departmental QSSHE Plans and Programmes.
• Coordinate health and safety campaigns to improve knowledge and understanding of operational / work related hazards and risks and compliance with relevant internal processes and procedures.
• Liaise with other H&S Advisors and Environmental Advisors to identify incident trends and develop improvement programmes.
• Provide support to other members of the QSSHE Team during peaks of heightened activity to ensure effective delivery of compliance with policies, procedures and processes and maintain a sufficient level of HSE Leadership.
• Providing support to the SNS Emergency Response Arrangements, as required.
• Seek ways of further develop personal skills and knowledge base to support the business.

Experience/Qualifications
• HND/Diploma in Occupational Health & Safety (either NEBOSH or NVQ)
• Understanding (or relevant qualification/training) in offshore legislation
• 5 years+ Experience in Oil & Gas Industry
• Root Cause Analysis Specialist
• Ability to interact, present to, and negotiate with senior management on QSHE issues
• Ability to manage regulatory relationships
• Good leadership skills with the ability to guide site-based Medic HSEAs on matters of Health and Safety
• Excellent communication skills including the ability to present articulately to a variety of forums and through a variety of mediums.
• Drive to champion Health and Safety for the business, including influencing management on key topics.
