Overview / Responsibilities

Wood PLC Environment & Infrastructure is seeking a Disaster Response and Hazard Mitigation Technical Leader to join our Texas office and become an integral member of our Central Gulf Coast Region. This individual will work with the team providing a variety of disaster response, hazard mitigation, and emergency management services for federal, state, tribal and local governments as well as other clients across the United States. We are seeking one full-time position. Specific responsibilities include:

  • Provides support to task orders issued under the FEMA Production Technical Services (PTS) program supporting disaster response coordination efforts.
  • Support task orders issued under the FEMA Hazard Mitigation Technical Assistance Program (HMTAP) with a focus on Hazard Mitigation Assistance grant application development and review.
  • Provides analysis of Texas GLO Hazard Mitigation Program and the availability of funds leading to mitigation projects for subrecipients in impacted areas.
  • Provide support to a team in the development and update Hazard Mitigation Plans that meet Disaster Mitigation Act of 2000 (DMA 2000) standards.
  • Assist with other emergency management projects and plans as needed including training and exercises.
  • Occasional travel to client locations nationwide


Skills / Qualifications

Required Skills/Experience (Including any required Certifications):

  • BS degree in Geography, Planning, Emergency Management, Environmental Science or related field.
  • 5 - 15 years + experience in the disaster response, hazard mitigation, or emergency management field.
  • Community Development Block Grant (CDBG) - Disaster Recovery and Federal Emergency Management Assistance (FEMA) Hazard Mitigation Grant Program (HMGP) experience at the federal, state, or local level and/or private sector. A working knowledge of regulatory and statutory compliance.
  • Experience working in state or FEMA pre and post disaster management preferred, including working knowledge of federal pre- and post-disaster grant programs particularly HMA.
  • Experience with CDBG-DR, CDBG-MIT or other federal grants a plus.
  • Experience developing or reviewing Disaster Mitigation Act of 2000 (DMA 2000) hazard mitigation plans a plus.
  • Strong work ethic, self-motivated and capable of independent work, but demonstrated ability to work on project teams.
  • Demonstrated ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints.


Requirements for CDBG-DR and/or FEMA hazard mitigation and similar programs/projects is preferred along with relevant advanced degrees and/or certifications are preferred.
