Project Overview:

Pennsylvania Chemicals is a world-scale facility that will use ethane to produce 1.6 million tonnes of polyethylene per year. The project will involve up to 6,000 workers during its construction and is expected to employ 600 permanent employees when completed. The ethylene / polyethylene complex will be located in the Ohio River Valley north of Pittsburgh. It comprises an ethane cracker and three polyethylene units, plus OSBL including a gas-fired combined cycle cogeneration unit and a large storage-in-transit rail yard.

Responsibilities:
  • Determines workforce requirements. Coordinates established area operational plans. Schedules work to be performed and reviews work accomplished by each craft. Monitors work activities and ensures the quality of work performed.
  • Ensures the most current design document is used to complete the work and that all design changes are approved prior to implementation.
  • Approves craft time records using established automated tools.
  • Prepares reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecast.
  • Monitors tool usage on the site. Prepares Field Material Requisitions for tools and consumables and ensures that the crafts have the tools they require to be productive.
  • Monitors the activities of subcontractors to ensure compliance with specifications and schedules.
  • Responsible for the implementation of corporate/project policies, procedures and instructions within assigned operations.
  • Coordinates activities with other disciplines or areas and clients' resident representatives, as instructed by construction management.
  • Performs employee reviews and identifies training and development opportunities for subordinate personnel.
  • Ensures local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Ensures the Zero Accident Philosophy is incorporated into every aspect of construction operation. Actively participates in scheduled safety meetings.
  • Implements Six Sigma tools, analysis, and decision making in the execution of duties.


Qualifications and Skills:
  • Familiar with material insulation, insulation systems and paint
  • Experience specific to cryogenic insulation design, installation and/or inspection is a definite asset
  • Technical knowledge and experience with insulation field construction activities, in addition to cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
  • Knowledge of a single or multi-discipline construction or engineering operation.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, and the Project Safety Management Plan
  • Knowledge of the Six Sigma program tools and methodologies.
  • Knowledge of supervisory functions relating to field activities.
  • Knowledge of Standard Work Process Procedures (SWPPs)
  • Computer literate in word processing, spreadsheet and database applications
  • Demonstrated leadership in a team-based environment.
  • Knowledge of the use of subcontracts, and the contractor and subcontractor's responsibilities contained in subcontract documents.
  • Experience working with, supervising and administering subcontractors and/or Direct Hire workforce.
  • Experience working with, supervising USA Building Trades Unions.

Grade 27
  • On a large project; coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project.
  • On a medium-sized project, coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering one or more areas of the project. Provides back-up support to the Field Superintendent and/or Field Construction Manager.
  • On a small-sized project, coordinates and directs construction installation activities for all disciplines in all areas.

Grade 26
  • On a large project, schedules and directs the sequence of work for several crews of related crafts operating within a single area.
  • On a small- to medium-sized project, coordinates and directs multi-discipline craft activities within a specific area of the project, or all related crafts of a single discipline covering all areas of the project.


Additional Information

Work includes field inspections and working on an active industrial construction job site. Requires the physical ability to perform the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
