Key Responsibilities:

  • Provides assurance and governance across assigned capital project delivery and serves as the SME for engineering and capital project delivery in the cluster.
  • Support China Engineering Manager to manager, forecast and track all project capital expenditure in China, whether plant accountable business-as-usual (BAU) capital project (typically below $1M USD) or plant supported material capital investments.
  • Applies all applicable BP, SPU and local engineering policies, practices, and standards during execution of projects and engineering outcomes
  • Accountable for safe delivery of project objectives (scope, cost and schedule)
  • Support to develop scopes for large, strategic, capital and supply chain strategy projects to support the Lubricant Business
  • Provides guidance and align key input to plant operation during the early stage CVP stages of Appraise and Select. Coordinate for business alignment with assigned project team.
  • Accountable for leading, handling and providing assurance on a portfolio of capital projects through on the Define and Execute stages of project delivery and handover to Operations.
  • Work with project team to develop the WBS (Work Breakdown Structure), procurement and contracting strategy, and the project timeline.
  • Manages the human relations part of project teams including understanding the phases of development that new teams go through and using leadership styles appropriate to the phase
  • Recognizes and appropriately deploys the current skill levels of each of the project team members in the areas of:
  • (1) the functional department they represent and (2) project management principles, tools and processes.
  • Participates in GSC Engineering Network.
  • Coordinate or participates in peer reviews/assists within the envelope as assigned by China Engineering Manager.
  • Provide direction to, coordinate and performance-manages contract and external engineering resources.
  • HSSE responsibilities for all Capex project life cycle, Ensure Lubes expansion project meet BP OMS and HSSE requirements
  • Support the COW, MOC and Rapid for projects related activity
  • Daily office HSSE responsibilities
  • Participate in HSSE Training, study and sharing more HSSE improvement idea.
  • Always align with with BP HSSE policy and process.
Requirement:

Essential Education-A minimum of a bachelor's degree in any engineering discipline.
Proven consultation skills to engage with business operations to capture business needs and develop these needs into fit-for purpose solutions.
Demonstrates full understanding of cost and budget planning techniques.
Demonstrates understanding of team members strengths and identifies motivators when needed. Develops co-operative relationships with key contracts to get job done.
Experience in specific functional areas other than project management where deep technical expertise has been demonstrated.
Demonstrated experience and good understanding of plant operation.
Ability to access a wide range & depth of technical or specialized knowledge and provides expert advice to others.
Leads or facilitates hazard and risk management processes and applies principles consistently.
Experienced in the commercial management of contracts, including providing oversight and assurance of contracted works.
