Project Overview

CityFibre has started on an ambitious rollout of Fibre to the Home ( https://www.cityfibre.com/gigabit-cities/ ) across England, Scotland, Wales and Northern Ireland ( https://www.cityfibre.com/residential/ ). As the CityFibre geographic footprint grows, the need to scale the execution model will increase and will become more urgent. To that end, standardisation of approach and process - whether recruiting and retaining talent or resolving design constructability issues - will be critical, including the coordination and communication amongst the various CityFibre teams especially those outside of the Network Build organisation.

The newly established SWAT Team will be deployed to Cities where the CityFibre Build Partner (contractor executing the works) requires significant support to ensure the build programme can be achieved. The range of activities required to provide support to each City and/ or Build Partner may vary depending on the specific circumstances.

ROLE OVERVIEW:
  • Coordinates with SWAT team members, CityFibre Contract Management functional stakeholders and City team members on operational activities affecting (sub)contract performance, (sub)contract administration and other commercial matters to develop and implement contract actions and to address performance issues and mitigate risk.
  • Reviews CityFibre Build Partner contract documentation, scope, submittals, execution plans and work processes for conformance to CityFibre standard work processes and contractual requirements.
  • Assesses Build Partner delivery operations and contract submittals for adherence to contractual/commercial requirements and drives accepted programmes.
  • Advises City Team and Contract Management functional stakeholders of any contractual/commercial discrepancies or trends that may be detrimental to the project.
  • Escalates contractual/commercial risks to Contract Management functional stakeholders and develops strategies to overcome.
  • Assesses Build Partner compliance in quantity tracking and reporting.
  • Reviews and evaluates new tools (ie information management) supporting roll-out plans for implementation.
  • Performs reviews and reports recommendations.
  • Advocates and supports Lessons Learned programmes and sharing of Best Practice.
  • Willingness and ability to travel to and remain at offices or jobsites in the U.K.

JOB KNOWLEDGE:
  • Requires broad contract administration and commercial management experience from within a project management/construction management background.
  • Ability to quickly identify root cause of contractual/commercial issues and develop strategies to overcome.
  • Solid experience in commercial management of contractors, with a thorough working knowledge of NEC ECC forms of contract (Option B experience preferable).
  • Knowledge of all phases of construction operations relating to SHEQ, engineering and construction activities.
  • Ability to develop good working relationships with team members and partners to identify and overcome performance issues.
  • Background working in a civil engineering / passive networks is preferable.
  • Ability to negotiate with suppliers and partners.
  • Demonstrated oral and written communication skills.


REQUIRED QUALIFICATIONS:
  • Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering desirable. HNC/HND level education, or equivalent.
  • Work experience leading to a thorough understanding of the role requirements and job knowledge.

The Senior Contracts Specialist will lead the SWAT team activities as appropriate in addressing contractual or commercial issues and risks which will impact the City Build programme.

The job title for this position is subject to change and will be mapped across to the customer's preferred title upon final selection.
