Project Overview

CityFibre has started on an ambitious rollout of Fibre to the Home ( ) across England, Scotland, Wales and Northern Ireland ( ). As the CityFibre geographic footprint grows, the need to scale the execution model will increase and will become more urgent. To that end, standardization of approach and process - whether recruiting and retaining talent or resolving design constructability issues - will be critical, including the coordination and communication amongst the various CityFibre teams especially those outside of the Network Build organization.

The newly established SWAT Team will be deployed to Cities where the CityFibre Build Partner (contractor executing the works) requires significant support to ensure the build programme can be achieved. The range of activities required to provide support to each City and/ or Build Partner may vary depending on the specific circumstances.

  • Reviews CityFibre Build Partner project plans, SHEQ (Safety, Health, Environment and Quality) risks and mitigation measures, standard engineering details and specifications for constructability and conformance to regulatory requirements and achievement of productivity targets.
  • Monitors construction operations, ensuring adherence to engineering designs, specifications, quality standards and accepted programmes and escalating project risks to supervisors.
  • Provides supplemental technical, constructability and design assistance to CiyFibre Build Partners and ensures consistent application of construction standards and practices between Cities.
  • Monitors Build Partner execution methodologies to learn from improvements and to promote continuous improvement.
  • Co-ordinates the preparation and reviews of CityFibre Build Partner field manuals, construction standards, work plan/procedures and construction guidelines.
  • Provides supplemental technical, constructability and design guidance to CiyFibre Build Partners for consistent application of construction standards and practices between Cities.
  • Reviews standard work process procedures for quantity tracking and reporting in accordance with project management procedures.
  • Monitors Build Partner's common guidelines and procedures for effective quality assurance/quality control (QA/QC) programs.
  • Advises City Team of discrepancies or trends that may be detrimental to the project.
  • Supports the automation development programmes related to the CityFibre Build programme.
  • Reviews and evaluates new products, tools and equipment to be used on projects, supporting roll-out plans and the required resourcing support for implementation.
  • Develops and implements field engineering training including technical and supervisory training.
  • Performs field reviews and reports recommendations.
  • Advocates and supports Lessons Learned programmes and sharing of Best Practice.

  • Thorough knowledge of all phases of construction operations relating to SHEQ, engineering, construction and field activities.
  • Thorough knowledge of construction technologies, logistics and jobsite management.
  • Knowledge of UK SHEQ compliance requirements, including Streetworks permitting and regulations.
  • Knowledge of current industry standards, in particular the installation of utility network infrastructure in public spaces.

  • Recognised degree in an engineering or scientific discipline, or
  • Specialised courses in construction management, and/or
  • Work experience leading to a thorough understanding of the role requirements and job knowledge.


The Lead Project Field Engineer will lead the City activities as appropriate in addressing issues and risks which will impact the City Build programme.

The job title for this position is subject to change through contract negotiation and will be mapped across to the customer's preferred title upon final selection.
