Project Overview

CityFibre has started on an ambitious rollout of Fibre to the Home ( https://www.cityfibre.com/gigabit-cities/ ) across England, Scotland, Wales and Northern Ireland ( https://www.cityfibre.com/residential/ ). As the CityFibre geographic footprint grows, the need to scale the execution model will increase and will become more urgent. To that end, standardization of approach and process - whether recruiting and retaining talent or resolving design constructability issues - will be critical, including the coordination and communication amongst the various CityFibre teams especially those outside of the Network Build organization.

The Build / Design & Planning Coordination team is, effectively, a Functional Organization responsible for the people and processes which, among other activities and focus areas, ensures that the construction of the Design is compliant with CityFibre installation guidelines and specifications. The principal responsibility of this team will be to ensure that the City Teams are conversant and competent in the design process(es), procedures and requirements. This will be especially important as new processes and procedures are released and must be cascaded to the City build teams (and inform Build Partner activities).

The engagement will allow CityFibre to build competency and capacity in a sustainable manner, that allows them to meet the demands of their ambitious rollout program.

Role Overview:

Working within the Central Build Organization (CBO) team and reporting to the Build / Engineering & Planning Coordination Manager, primary responsibilities include:

  • Communications . Establish and maintain 2-way communications between the appropriate central organizations (including those responsible for Compliance, Engineering and Design and Operations) and the City-based build teams.
  • Serve as the CBO's "eyes and ears"; collect, collate and communicate insights related to the application of engineering, architecture and design standards and their impact on construction (including feedback on build challenges). In so doing, the team will endeavour to enable and enhance collaboration and communications and, when required, will facilitate the escalation of issues for resolution.
  • Develop and implement standard processes and procedures for collating and distributing insights and findings, including opportunities for efficiency and improvements. The goal is to limit City-specific bespoke builds and to drive standardization and to analyse information relating to "why" deviations occur and what can be learned from those instances.
  • Planning . Work in conjunction with the CBO Project Management and Project Controls team to support and manage the build plan "demand & throughput" requirements.
  • Work with the Build, Analytics / Reporting and other non-CBO teams to assure that the throughput requirements are fully understood and backed off with the right level of resourcing to enable Build to meet or exceed the Target Operating Model (the ToM).
  • With the Build plans to achieve the ToM in place, help to drive a rigorous Change control process with the objective of identifying and limiting deviations and the "surprises" of build partners not building per the design.
  • Support Build teams and Operations to ensure the process of capturing and retaining data records support current and future needs.

  • Track and trend the quality of the fibre installation and testing (for example: work with City resources to assess fibre test compliance and resources, requirements or training to enable fulfillment)
  • Conduct audits to confirm Cities are building according to the CityFibre engineering, architecture and design guidelines and specifications
  • Adhere to or, if required, establish standard processes to record data and preserve results for other organizations to review.
  • Undertake data analysis to support and justify proposed changes and/or improvements


  • In addition to these primary responsibilities, the role may require:
    • Supporting the development of City execution plans, including the sequencing of the works
    • Monitoring and communicating progress against milestones, taking proactive remedial actions where necessary
    • Identifying potential risks and issues, and recommending technical solutions to mitigate these risks
    • May work with CBO and other CityFibre organizations on development of strategies for scaling up the organization to meet CityFibre's expansion objectives
    • Managing the organizational interactions with other CityFibre teams, including Compliance, Central Design and Passive Engineering, Group Operations / Programme Management Office and Network Operations
    • Reviewing and coordinating approval of adjustments or variances to approved engineering, architecture design documents for construction use
    • Ensuring works are performed in accordance with project procedures and installation guidelines and requirements
    • May include supporting existing future contractors and vendors
    • May assist CityFibre in the resolution of Change with Build and / or Design Partners

    Basic Qualifications:

    • A recognized degree in architecture, an engineering or scientific discipline from an accredited college or university
    • A chartered engineer from a recognized professional institution
    • Demonstrated leadership in a team-based environment
    • Proficient knowledge of project engineering processes and procedures
    • Demonstrated experience in developing schedules and budgets for engineering related activities
    • Knowledge of six sigma tools and data analytical approaches
    • Willingness and ability to travel to and remain at offices or jobsites in the U.K.
    • Preferred :
      • Experience in a network engineering, architecture or design environment ideally through a Telecoms Project Engineering assignment and the application of engineering and construction methods to assure compliance with installation guidelines and requirements
      • Knowledge and practical experience of industry / regulatory codes and standards and engineering and design criteria
      • Understanding of GIS and BIM and their application to the construction of telecommunications networks
