Business Unit Description:

Delivering safe, innovative approaches to managing high-risk, technically complex projects - from management and operations to innovative clean-up and environmental remediation. Jacobs ATN-I provides a complete suite of services and specialized expertise for an array of facility and infrastructure types that aim to optimise our clients' investments and meet the needs of multiple stakeholders.

Role Outline/Responsibilities:

All Plants on Sellafield site require a valid Safety Case to be able to continue operations. Under Site License Condition 15 each Safety Case is required to be reviewed whenever there is a significant change to operations, an Event Driven Review, or on a periodicity of not greater than 10 years, a Long-Term Periodic Review. Operations Division Project Office have grouped these reviews into a single category to be delivered by a dedicated team whenever support is required from Projects.

Note this is not a site based role and work will be primarily office based desktop reviews and confirmation of valid of safety cases and assessments for plants at the end of operations moving into Post Operational Clean Out (POCO).

The requirement is for full time support to the Project Management team to help define and deliver the scope of the reviews. Day to day activities will include:
• Engagement with the Operating Unit to define the scope of POCO and pre POCO tasks that are required for as part of the safety case review
• Agreeing hours estimates with stakeholders for activities undertaken by the Project team
• Development of AXIOM and SL estimating sheets including estimating uncertainty
• Engagement with Risk Management team to provide input to the risk register
• Develop fragnets for reviews and engage with Planners to develop P6 schedules for monitoring and reporting
• Management of change controls using NEC3 and CEMAR
• Updating progress with Project team and OU managers
• Updating progress and costs with Project Controls team and reporting on variances
• Engagement with PEM to develop resource plans for forward workload
• Daily detailed maintenance of forward workload schedule in conjunction with the PEM and allocation of task specific hours.
• Cross checking Valuation Certificates against actual hours worked and weekly tracking our hours booked and resolution of any issues.
• Monitoring of sanction and purchase order values
• Input into control estimates for EAC monitoring
• Monitoring of spend profiles for each sub task against the schedule.
• Development of the EAC profiling along with updating and tracking the Forecast To Completion for all tasks undertaken by the team
• Attendance at Client Steering Group meetings, producing the output and subsequent monitoring of actions
• Development of AXIOM monthly reports for final review by the PM ahead of issue

The appointment is subject to the AXIOM 'best athlete' process and appointment is via Project Manager and Project Engineering Manager


• Previous experience of estimating preferably using SL Project Controls Tool.
• Knowledge and experience of the SL Project reporting
• Knowledge of schedule development, P6 experience desirable
• Knowledge of NEC3 and CEMAR
• Knowledge of EAC forecasting and reporting
• Knowledge and experience of the SL IMS
• Very good IT skills (specifically with Excel using pivot and look up tables).
• Excellent communications skills, both oral and written
• Ability to adapt to varying demands on priorities and team working attitude

Preferential experience:
• Work within the Project environment delivering project for the Sellafield site
• Period end reporting on SL Projects

The candidate should also be familiar with the MS Office suite of programmes including MS Project, SL Network/IT access.

The position is subject to the ability of the candidate to obtain as a minimum baseline personnel security standard clearance and obtain a Sellafield P4 pass.

Current possession of a P4 Sellafield pass and security 'SC' Level preferred but may accept candidates with no clearance level (provided that as a minimum, they are British nationals) to be initially security cleared by SL at 'EBS' Level.

Clearance up to 'SC' Level may follow once the candidate is mobilised on the project.

The role will likely require the candidate to be a Monitored Worker on routine film badge issue.
