SUMMARY:

Construction Services - Responsible for approving or disapproving monthly draw requests; monitoring such construction services as construction progress, and close out documents. Davis Bacon Wage Rate worker interviews and payroll report review for housing construction projects assigned by the NYSHFA

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Construction Services/Davis Bacon Wage Rate Monitoring:

 

  • Read and understand plans, specifications and other construction documents
  • Knowledge and be able to interpret AIA Forms 702 & 703 or other draw request forms as presented by a contractor.
  • Compare actual percent of work completed with that presented by the contractor on his monthly draw request.
  • Identify deficiencies and or defects in the construction when compared to the plans and specs
  • Notify the client in terms related to a non construction person
  • Work with BV Accounting personnel to review Weekly Payroll Reports
  • Perform and document bi-weekly site visits to review progress and / or conduct investigations of General Contractor and subcontractors as may be necessary to ensure compliance with federal labor standards.
  • Work with Program Manager in preparation of any DOL Section 5.7 enforcement report on behalf of HFA to be submitted to the Secretary of the DOL on all enforcement actions
  • Manages site review schedules and maintenance of the project reports and documents

 

  • Ensure the Certificate of Occupancy, health and fire dept inspection certifications are received
  • Enhances professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
  • May be required to climb ladder during onsite.
  • Ability to travel, on average, approximately 50% to 75% of time to client sites across the U.S. via plane and/or driving. Common patterns of travel include two days on-site followed by three days at home per week; or one week on-site followed by one week at home. The time at home is spent writing reports that communicate the field findings. Overnight stays away from home may be required.
  • Due to the possession of special skills or experience, may be assigned to perform various types of services such as, but not limited to: facility condition assessments, structural, mechanical, civil, or environmental surveys; pre-construction document reviews; construction monitoring; desk reviews; report reviews; or document review. This position may also be assigned to provide training programs.
  • Enhances professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
  • Complies with federal, state and local legal requirements by studying new and existing legislation; anticipating future legislation, enforcing adherence to requirements, and advising management on necessary action.
  • Protects operations by keeping company information confidential.
  • Delivers outstanding customer service through timely response and proactive solutions to clients needs.
  • Demonstrates BV's guiding principles in support of the company's strategic goals.
  • Follows all documented policies, Standard Operating Procedures, and Work Instructions applicable to the position and support of BV's quality standards.

This job has no supervisory responsibilities.

QUALIFICATIONS:

Education and/or Experience

 

  • Bachelor's degree from four-year college or university in Building Sciences, Construction Management, Architecture or Engineering required.

 

  • Work experience in a related field can be substituted for 2 years of education; 5years progressive experience with medium sized construction projects including experience handling multiple small to medium-sized projects in varying phases of development and experience managing the activities of architects, engineers, contractors and vendors; experience working with government agencies at all levels; working professional knowledge of construction industry estimating programs and working knowledge of Microsoft Word, Excel and Microsoft Project.


Certificates, Licenses, Registrations

 

  • Current professional registration as a "Registered Architect" or "Professional Engineer" preferred
  • Valid driver's license is required
  • Personal credit sufficient to charge business travel expenses of up to $3,000 required.

  • Must be willing to fly and live near (or be willing to relocate to) a major metropolitan area with reasonable access to a major airport.
  • Ability to travel, on average, approximately 50% to 75% of time to client sites. Common patterns of travel include two days on-site followed by three days at home per week; or one week on-site followed by one week at home. The time at home is spent writing reports that communicate the field findings.
  • Excellent verbal and written communications;
  • Excellent time management skills including ability to perform multiple priorities in a fast-paced environment and ability to work independently.
  • Excellent computer skills.
  • Ability to use and skillfully operate an electronic tablet efficiently in the field for live data collection is essential to this position.
  • A personal cell phone and supply your own internet service.
