The Jacobs Regulatory Support Directorate (RSD) provides technical, safety and security support to our nuclear regulatory customers through the provision of technical advice and guidance, as well as direct support on operational sites. RSD's Technical Cell provides technical support to RSD Project Leads and Specialists.

Key Responsibilities include:
• Support Project Leads and Specialists, in accordance with local procedures, for DNSR tasks described in the RSD/MOD Regulatory Control Book (RCB) and nominated ONR Projects
• Conduct assessments of all facets of the allocated Defence Nuclear Enterprise area within the constraints of agreed programmes and budget
• Formulate draft RSD advice to DNSR and ONR on all technical matters arising from assessments of safety documentation associated with submitted safety justifications
• Keep abreast of through-life safety issues arising from the design, build, testing, operation, maintenance and modification of Defence Nuclear Enterprise assets (and associated facilities), and advise Project Leads of any implications of any safety and regulatory concerns
• Advise Project Leads on the adequacy and completeness of through life Safety Justifications for Defence Nuclear Enterprise plant and facilities
• Demonstrate an awareness of the due process applied and decision making process of nuclear safety submissions by nuclear operators
• Support regulatory inspections of Defence Nuclear Enterprise facilities and activities
• Liaise with other RSD staff to ensure a consistency of approach
• Provide support to any other contract awarded to RSD as required by the Head of RSD


• Electrical / Electronic / Programmable Electronic (E/E/PE) system safety
• IEC61508 Safety Integrity Levels (or equivalent, e.g. IEC61513)
• Application of a structured framework for the derivation/engineering of safety functional requirements
• Requirement Verification and Validation
• Electrical systems modelling
• Knowledge of the physical principles that underpin electrical systems modelling (e.g. Maxwell equations; Skin effect; multi-physics effects
• Mathematical modelling techniques / statistics
• Derivation of system requirements
• Model Verification and Validation
• Lightning safety
• Electrostatics
• Triboelectric effects during human/machine operations
• Mechanisms of charge storage, energy evolution (e.g. due to changes in capacitance during operations), and energy transfer
• Electromagnetic radiation, EMI, EMC
• Estimation of energy deposition into systems and circuits
• Electro-Explosive Devices
• Safety of initiation circuits
• Honours Degree (or equivalent) in a relevant technical subject
• Membership of an appropriate professional institution
• Commitment to successful completion of training as required by the RSD Competency Framework
• DV Clearance

• Knowledge of Defence Nuclear Enterprise technologies, sites and facilities
• Knowledge and application of national and international civil and defence nuclear safety regulation and relevant good practice, including industry context
• Knowledge and demonstrable application of safety case methodologies, for example via safety case development or assessment
• Appreciation of the role and responsibilities of DNSR
• Demonstrable ability to communicate effectively and develop relationships with those at all levels of the business and external organisations
