TITLE: Construction Coordinator Engineer
LOCATION: Doha, Qatar
STATUS: Residential + Family Status
DURATION: December 2020 to October 2023

ACCOUNTABILITIES
The Construction Coordinator Engineer will hold a commensurate amount of responsibility to coordinate the readiness of a mixed portfolio of small to medium sized construction projects, for construction campaigns.
To drive an accident free environment, maintaining a strong safety culture; compliance with HSE rules.
To be the Leader of a multi-discipline offshore team as needed for the construction activities.
To deliver integrated offshore items with Mechanical and Precommissioning fully completed to the Commissioning team.

JOB DIMENSIONS
Follow construction of projects with LOP budget expected to be up to 10 MUSD.

ACTIVITIES
Responsible for running the offshore construction activities to the works related to the field, including:
HSE:
o To ensure compliance with HSE (occupational and process) legislation, Company standards and procedures as they apply to project management and project engineering, to ensure employee safety and legislative compliance.
o To ensure compliance with Company Management System and applicable International Standards.
o To insure the good level of competency for Supervision Team offshore.
Scope and development:
o To develop tools as required to coordinate the offshore construction activities, from preparation stage up to completion offshore.
o To organize readiness reviews with the Construction Department, to ensure the projects are sufficiently prepared and matured to go for site execution.
o To deliver a consistent dossier (documents, materials, procured and fabricated items, precom/com dossiers) to the Construction Supervision Team for the offshore construction activities.
o To mobilize the Supervision Team as required for the offshore construction and precommissioning activities offshore.
o To mobilize the resources, equipment and tools as required for the offshore construction and precommissioning activities offshore.
o To organize the bedding (on platform, accommodation vessel) as required for the offshore construction and precommissioning activities offshore in liaison with Planning and IOP Teams.
Project Management:
o To contribute to the Project Execution strategy and Project Execution Plan related to the offshore construction activities.
o To follow-up the KPI's for the team and for the reporting to the Construction Lead; propose any other KPY's.
o To submit a weekly report to his hierarchical superior.
o To track Engineering and procurement deliveries, related to Construction activities, in close relation with the Construction Engineers.
o To interface with FO (onshore and offshore) in advance to the mobilization of Construction Team, to anticipate the needs to fill FO's expectations as required (i.e.: JSA's, PTW).
o To coordinate with FO (onshore and offshore) all along the progression of the works offshore.
o To follow-up and report the progress of the works offshore, with analysis of the performances, on daily basis.
o To do Management of Change in scope, organization, schedule if required and assessment of resulting cost and schedule impact, related to Construction activities.
o To deliver the close out dossier at the end of the project, as well as to participate to REX and Lessons learned for the Company.
Schedule Development:
o To organize the offshore works in accordance with prioritization agreed with the Construction Lead, based on emergency, safety, production and future development critical needs.
Cost Estimation and Budget Management:
o To provide feedback for cost realization of the projects.
Risk Management:
o To perform risk analysis as required for the good performance of the works.
o To participate to HAZID's, Risk Assessments and JSA's when required.
Assurance and Governance:
o To co-ordinate with QA leader for all quality matters, including as well the management of quality audits as needed for a continuous control of Contractors/Subcontractors.
o To provide the red mark-ups from Contractors/Subcontractors inputs from Offshore Construction Team, to the Construction Leader, for as-built dossiers.
Stakeholder Management:
o To interface with other departments as needed for the good performance of the works.
o To organise the Coordination Meetings (weekly) with Construction Engineers, as required.
o To prepare and facilitate relevant progress reports and distribute to key stakeholders
o To permanently assist the offshore construction team.
Procurement Management:
o To liaise with C&P for necessary contracts/PO's related to offshore construction activities.
Resource Management:
o To ensure that the resources and organisation from Contractor are adequate with regards to the workload.
o To review Contractor's progress reports related to onshore mobilization (materials, equipment/tools, personnel) as well as offshore, highlighting critical problems, drifts and dysfunctions if any.
Mentoring:
o Mentor, guide and act as role model for the Construction Department.
Other:
o To proactively take responsibility for self-progression by proposing improvement of the tools, organization, as required for the good performance of the Construction Department.
o To carry out any other duties or tasks that may be assigned by his hierarchical superiors.

CONTEXT AND ENVIRONMENT
Doha (Qatar) office with possible mission to project premises (onshore/offshore/in the country/outside the country).
Standard office hours, 5 days a week.

QUALIFICATIONS & EXPERIENCE REQUIRED
Management methods.
Technical background with a minimum of 15-20 years experience in construction of O&G installations.
Experience in offshore construction activities under SIMOPS conditions.
Extensive knowledge of industry best practice in Project Management
Fluent in English.
