Overview / Responsibilities

Wood is recruiting a Lead Cost Engineer to join our team in Brunei. The project will run over a five - year period with a possible two - year extension. Wood has many years of experience in carrying such projects all over the world and it is our intention to bring our world class systems to this project.

Successful applicants will be responsible to lead the effective delivery of all aspects of project cost control, cost reporting and cost forecasting in an assignment / project in accordance with Wood procedures and Contract requirements. To provide the required cost function support to the Client and Wood project / assignment teams and to provide leadership, guidance, and support to the project cost team. To deliver the role as an individual or part of a team as determined by the requirements of the project organization.
  • Responsible for personal safety and working within the provisions and guidelines of the Wood HSE processes
  • Responsible for working within the provisions and guidelines of the Wood Quality Assurance systems and processes
  • Effectively manage the communications interfaces essential for the delivery of the cost function
  • Undertake Cost focal point responsibility for all project scopes within the assignment
  • Develop and maintain Project Work Breakdown Structure (WBS) Develop project budgets in accordance with approved project estimates
  • Manage the project / assignment work approval process in terms of accurate cost code allocation and initial budget set - up and approvals
  • Develop and maintain project cost plans using appropriate software applications
  • Monitor and control cost commitments and expenditures through all phases of project lifecycle
  • Liaise with project management, project planning, and others as required to ensure accuracy in project cost phasing and forecasting
  • Liaise with procurement, finance, and time - capture functions, and third parties as required, to ensure accurate and timely capture of procurement, materials, subcontract and labour manhour costs. Ensure costs are allocated accurately in accordance with approved project WBS
  • Liaise with engineering, procurement and construction functions, and others as required, to maintain awareness of project activities and their impact on the project budget, schedule, and cost forecast
  • Provide copies of project cost performance reports in accordance with project reporting requirements
  • Produce and issue updates to project cost forecast
  • Monitor and report on cost impact of project manpower forecasts
  • Coordinate development and issue of project change orders / variations in accordance with engineering and construction change notifications
  • Assess and communicate cost and schedule impact of change notifications
  • Monitor cost impact of achievement / non - achievement of major project milestones
  • Monitor overall project cost performance and contingency drawdown
  • Facilitate / chair internal project cost performance meetings as required
  • Attend project / client periodic meetings and present project cost performance status as required
  • Facilitate / lead / manage the project cost close - out process
  • Participate in contract and corporate Audits
  • Facilitate & participate in contract and corporate Risk Analysis sessions
  • Undertake regular review of Graduate & Trainee learning outcomes
  • Assist Contract Project Controls Manager in staff performance reviews
  • Actively participate in monthly Project Controls Systems forums
  • Delegate and manage the work of subordinate project controls staff as required
  • Provide direction, guidance and support to subordinate project controls staff as required


Skills / Qualifications

Minimum Qualification:
  • Degree in relevant technical or business discipline or can be substituted by suitable industry experience
  • Thorough knowledge and application of Cost Engineering principles with an exposure to General Business Administration and Accounting
  • Minimum 6 - 8 years' experience in with at least 5 years in cost or estimating positions. Prior experience in a senior role is essential
  • Knowledge of engineering and construction projects in the oil and gas industry, preferably in both onshore and offshore environment
  • Detailed knowledge of Computerized cost management and reporting systems preferred together with ability to consolidate cost data from a number of sources for overall presentation

  • Effective / competent Computerized systems user
  • Excellent understanding of project management principles and techniques
  • Knowledgeable in the supervision of project controls personnel
  • Excellent understanding of Cost Control, Estimating, Change control, Risk analysis and Planning
  • Meets all competency criteria
