The Safety Manager - Control of Work (CoW) Authority role manages all aspects of the Site's Control of Work/Permit to Work program. The CoW Authority is an integral part of the Site Leadership Team delivering compliance and conformance through holistic program management and continuous improvement. This role is also the Site's subject matter expert on the Control of Work Policy, Permit to Work (PtW) process and tools, Hazard Identification Task Risk Assessment (HITRA) process, Confined Space Entry, Energy Isolation/LOTO, Ground Disturbance (Trenching & Excavation), Hot Work, Lifting Operations, and Work at Height (Fall Protection).

About Control of Work: BP Lubricants is committed to ensuring that all work which is conducted at our sites is planned, risk assessed and approved prior to the commencement of activities, controls are confirmed and monitored during execution, and the worksite is left in a safe condition when work is complete. BP Lubricants utilizes a Control of Work Program to ensure that the risks associated with activities which include, but are not limited to; manufacturing/production, maintenance, construction, demolition, and remediation are controlled are mitigated to an acceptable level of risk.Key accountabilities:
  • Responsible to the Plant Manager for the conformance and compliance of the Site CoW Program
  • Advises and influences Site Leadership Team to deliver and continuously improve CoW related performance for their area of responsibility
  • Takes direction from the Regional CoW Advisor improvements to CoW program and performance for the Site
  • Develops and reports against Site CoW program metrics and Site conformance plans
  • Responsible for all aspects of the Site CoW program including routine and non-routine applications
  • Accountable for deploying the annual CoW training plan, including delivery of internally and externally provided trainings, to embed a deep understanding of Cow
  • Advises Site Leadership Team on CoW organizational and resource planning for their area of responsibility
  • Assesses CoW competencies using a formal process for all Site workforce who fulfill a CoW role.
  • Identifies opportunities for continuous improvement in the application of CoW and develops and leads action plans to close
  • Builds enduring CoW capabilities with all workforce fulfilling a CoW role through training, coaching, and providing feedback
  • Coordinates and conducts CoW field auditing ensuring feedback on conformance, quality of risk assessments and opportunities for improvement
  • Subject Matter Expert and Train-the-Trainer on all aspects of CoW
  • Engaged in the Capital/Construction planning to ensure high risk activities are properly planned for and safety resources are adequately planned
  • Manages the Site Construction Safety Officers including day-to-day assignments
  • Monitors the Daily and Weekly work planning process ensuring proper planning, resourcing, task risk assessing, and approvals even in the face of rigorous production schedules or spending expectations
  • Facilitates high risk activity risk assessments and coaches and assesses other facilitators for consistency in application and quality
  • Develops Site communications and implement upcoming changes or interpretations to CoW Procedures and eCoW Tool software
  • Actively participates in Regional CoW Network sharing learnings, feedback on revising CoW procedures and eCoW Tool enhancements
  • Administers the eCoW Tool including monitoring licenses, conformance in application and reporting
  • Ensures Site Lessons Learned are captured, communicated, and actioned and learnings with regional application are shared on the Regional Lessons Learned Network
  • Remains current on all local, state and federal regulatory compliance requirements and identifying and communicating conflicts with BP program
Essential education: A minimum of a Bachelor's Degree, preferably in a technical discipline

Essential experience and job requirements:
  • A minimum of 5 years' experience in HSSE, Engineering, Operational, and/or Construction roles with substantial HSSE accountabilities
  • Significant experience in Control of Work/Permit to Work - either in implementation or use
  • Understanding of and experience in HSSE within a brand marketing business operating an integrated supply chain, including:
    • Proven ability to think and act both operationally and strategically
    • Ability and track record of engaging at regional levels of the organisation and effectively building trust, support and commitment
    • Experience and track record of working as part of international leadership team/s
    • Experience of working within a highly matrixed environment and across several sites, countries and cultures

Desired Criteria: Formal HSSE qualification, for example Certified Safety Professional (CSP)
