This role will report into the Sourcing Director. This role is responsible for developing and implementing quality assurance strategies, plans and supporting stakeholders in the ongoing management of suppliers, in order for us to deliver quality services in sourcing and contracting project and relevant PSCM operations.Accountabilities
  • Develop and lead the execution of audit and self verification programs
  • Responsible for ensuring continuous improvement actions from performance issues are implemented
  • Identify emerging issues/risks and their implications and propose solutions through the implementation of the Continuous Improvement framework
  • Digitalization/ innovation - uncovering insights through data mining/ analysis (over trouble-shooting/ identifying issues and correcting them), design-thinking ideas with stakeholders
  • Identify and deliver service improvement activity across the team through employing process improvement methodologies
  • Lead the development and implementation of policies, procedures, systems and performance management frameworks to ensure a high level of professional practice and deliver compliant, effective and efficient procurement outcomes
  • Lead the development and implementation of procurement governance and risk management framework to monitor compliance, manage risk and improve procurement activity and performance.
  • Liaise with Upstream Risk and Assurance team on various compliance issues
  • Work in direct support of the Senior Sourcing Managers to establish metrics to measure Procurement's performance, once established, track key performance metrics.
  • Manage performance planning and reporting process including establishing quality performance reviews
  • Track Value Contributions & delivery
  • Drive Operation Excellence - help the team quantify 'value', define a service quality framework and assessing performance issues as received from the business
  • Help achieve Ops Excellence, through Self Verification, Oversight Plans, etc.... Given the expansion in the Upstream, spend is expected to triple over the course of the year. Complexity of the scope is expected to increase to cover High Risk Agent. Few audits were conducted by the TLs & I before year end which resulted in some major findings and hence the decision to add this role to help drive Ops Excellence.
Qualification& Experience
  • The successful candidate will be required to have at least 15 years of experience
  • 5-7 years solid experience in procurement
  • Proven experience in managing end to end sourcing
  • Able to influence at a variety of levels and across global functions
  • Master degree or equivalent in Business-related field is a plus
  • Experience in Operation Excellence roles, lean / six sigma will be advantageous.
  • Experience with organization/ people/ change management will be a bonus.
  • Solid business acumen, strong analytical and problem-solving skills; Ability to deliver results against tight and complex timelines
  • Ability and commitment to work under tight timelines and various time zones.
  • Proficiency with Microsoft applications: including advanced level Word, Excel and PowerPoint (emphasis needed on excel skills and proficiency/understanding with complex data sets/imperfect data)
  • Fluent English language skills both written and verbal are required.
