The Process Health & Safety Superintendent provides leadership, coaching, resources, boundary conditions, and motivation to help the team ensure systems that mitigate incidents that lead to personal injuries/illnesses and have the potential to release hazardous materials or energy are in place and monitored. You ensure compliance to health & safety regulatory requirements, BP Group standards, OSHA Process Safety Management Standard, 29 CFR 1910.119, and process safety RMP Standards. The function ensures area by area consistency for the execution of the health & safety systems, and element-to-element consistency for internal Process Safety standards.

The Superintendent oversees a cross-functional team assembled to represent all areas of the facility. The position manages the Process Safety and the Safety operating budgets.Key accountabilities:
  • Supervises Process, Health and Safety Team to ensure ownership, accountabilities, and priorities are established for team members to support achieving results
  • Review procedures, practices, and results with respect to PSM compliance; maintains the site's PSM and Safety policies; and maintains the site Risk Management Plan
  • Interprets OSHA, RMP, OMS, and BP process safety management requirements
  • Manages incident investigation process.
  • Supports identification of process safety risks and champions risk management at the site
  • Ensures development of local processes, procedures, and projects that conform to process safety management requirements and manage risk
  • Monitors and reports leading and lagging indicators of process safety, addressing compliance with PSM and OSHA legal requirements and conformance to BP Group requirements
  • Monitors and reports leading and lagging indicators for Health and Personal Safety
  • Supports management review of process, health and safety management systems and OMS
  • Monitors and ensures appropriate completion and documentation of actions arising from process safety studies including HAZOP, Major Accident Risk (MAR), Siting, and audits
  • Is involved in determining innovative cost-effective solutions for managing various aspects of process safety
  • Models leadership behaviors
  • Ensures personnel development activities are identified and completed
  • Communicates and champions process safety performance within and outside of the plant
  • Ensures compliance with OSHA regulations, and the EPA RMP
  • Interfaces with Manufacturing Teams and other customers regularly to ensure their needs are met
  • Understands how the work of the Process Health and Safety Team affects the environment
  • Sets performance objectives and provides leadership for the team to minimize impact on the environment
  • Communicates the importance of these issues to the team. Supports the site Environmental Management System (EMS)
  • Upholds BP's commitment to health, safety, and security. Sets performance objectives and provides leadership for the team to uphold BP's HSSE policy. Communicates the importance of these issues to the team. Supports the site Local Operating Management System (LOMS)
  • Maintains the Compliance Management System as subject matter expert for Personal Safety, Process Safety Management and RMP and monitors for compliance with regulatory, BP Group/SPU/Segment and site requirements, identifying issues and suitable interventions
  • Accountable for changes to legal requirements and management of change to the applicability register and HSSE compliance matrix (Essential Compliance Task Manager) for Process Safety Management
  • Maintains site Applicability via SMEs utilizing Dakota Profiler and Cyber Regs notifications
  • Active member of the site's Incident Management Team
  • Technical Authority for Control of Work, Process Safety, and Personal Safety

Essential education:
  • Required: Bachelor's degree in Engineering, Safety Science, or Industrial Hygiene
  • Preferred: Master's degree in Safety Science, Industrial Hygiene or Professional Engineer

Essential experience and job requirements:
  • 10+ years in H&S management systems, engineering and manufacturing
  • Technical disciplines:
    • OSHA Process Safety Management Standard 29 CFR 1910.119
    • Personal Safety and OSHA 300
    • Risk Evaluation and Reduction
    • Industrial Hygiene
  • Demonstrated excellent verbal and written skills in English

Preferred experience:
  • 15+ years in H&S management systems and manufacturing facility experience
  • Certified Safety Professional and/or Industrial Hygienist

Other: Travel will be up to 5%
