We are seeking a Project Civil Engineer to join Northern Area Capital Program Management Division (NACPMD) under Northern Area Oil Operations.
NACPMD manages and execute projects, usually from multiple site offices or engineering contractor design offices, geographically scattered throughout the Kingdom of Saudi Arabia.
The Project Engineer (Civil) primary role is to ensure that engineering design, procurement, construction and project completion is done in compliance with the project contract requirements, i.e., project schedule, cost, HSE, company standards and procedures. Also, the role involves in some cases to review and study modifications to infrastructure, oil & gas processing/handling and utilities facilities. Occasionally called upon to design civil/structural aspects of new facilities of the types mentioned.
The successful candidate should hold a Bachelor's degree in Civil Engineering. Other advanced engineering degree is preferable. Professional engineering/project management certifications like PMP is desirable but not mandatory.
10 years of experience with advance knowledge in Project Management, obtainable usually through a combination of experience and continuing education.
Experience in the support of both small and large-scale capital projects.
Familiar with International Engineering Codes and Standards.
Dynamic attitude towards project improvements and savings.
Strong analytical abilities and project execution skills.
Knowledge base of the latest developments in oil and gas process engineering technology through work experience, conferences, seminars and professional journals.
Duties & Responsibilities:
You are expected to be able to perform the following:
Manage and execute capital projects according to the work scope, schedule and budget.
Ensuring compliance to company standards, procedures, policies, and agreed work specifications.
Sound understanding for the Civil Engineering Disciplines Engineering and Construction Deliverables.
Able to review quality of design through engineering drawings and specifications.
As a part of the PMT, responsible for the project development and completion: preliminary engineering to detail designs to construction, and the final and safe turnover to proponent.
Manage General Engineering Services (GES+) design contractor activities, such as: 1) Design development of project proposal, include definition of project work scope and schedule requirements. Development of detailed estimate leading to funding (ER) appropriation and approval. 2 ) Detailed Engineering.
Manage contractor preparation of detailed design drawings, material specifications and procurement, and/or construction bid packages.
Provide input to develop and prepare contracting plan and strategy for solicitation, evaluation, and award of contract for detailed engineering, procurement, and construction.
Responsible to ensure that design is aligned with constructability such as construction methods, technology and the translation of engineering design, standards, drawings, and specifications into the constructed facility, while participating and reviewing the project progress in terms of specific design and construction.
Conduct and review designs and/or studies related to structural modifications to facilities, such as industrial shop buildings, warehouses, residences, marine piers, oil handling, processing, storage and pipeline facilities, offshore facilities, drainage and sewer systems, and roads and streets. Occasionally called upon to design new facilities of the types mentioned.
Coordinate activities and resolve issues among proponents, contractors, and other parties to allow construction activities, to progress according to plan and finalize mechanical review and resolve day to day contractors' claims and complaints related to assigned project (Civil) work during construction, and ensure HSE compliance.
Fully understand contract documents (inclusive of appendices, drawings, and specifications), project execution plan, interface management, change management, construction sequencing, standards specifications, and project schedule, to support project manager and/or company representative in timely completion of project.
