Key Accountabilities:

The Project Quality Advisor will be accountable for the development and implementation of the quality management strategic plan for global Downstream projects. The Project Quality Advisor will provide overarching functional leadership for projects of all sizes with direct responsibility for the following:

  • Improving Quality Management performance across downstream projects
  • Drive full cycle understanding within Downstream projects of Quality Management Systems
  • Revise and keep current the Quality Management Guide in line with company strategy and industry
  • Increase capability in Quality Management through development of tools, templates and examples
  • Engagement at a regional level to establish and foster participation in quality management network with an objective of gaining a common approach to delivering Quality Management principles
  • Involvement and participation in industry Quality forums
  • Evaluate and develop competency of Quality Professionals within downstream projects staffing through coaching and mentoring of Project, Engineering, and Quality Professionals
  • Develop an Audit Strategy and carry out audits that will provide Downstream Leadership a health check of projects Quality Management processes
  • Develop a robust understanding of Engineering Quality Management that will underpin delivery of FEL and detailed design
  • Assist Project Teams in developing Engineering Quality programs and provide oversight of assessment processes
  • Work with Global sourcing QA group to improve manufacturer and vendor quality performance. Bridge the work of the Global effort to the projects and sites. Assist Project Teams in resolving Vendor/Contractor Quality issues
  • Develop, track and report relevant KPI's to drive continuous improvement
  • Champion Continuous Improvement initiatives
  • Support Downstream Project Advisors in end of stage reviews to determine readiness to progress through the CVP stages
  • Lead the development of a Quality Strategy for Downstream Projects which spans across all CVP stages and includes engineering, procurement, construction, and commissioning and handover
  • Work with projects and sites in the development and implementation of effective Project Quality Strategies and Project Quality Management Plans including Budgeting, Procedures, Plans, Documentation, and Reporting
  • Ensure lessons learned are captured and communicated as appropriate

Essential Education:
  • University Degree in a relevant engineering or construction discipline and/or equivalent industry experience

Essential Experience & Job Requirements:
  • 15 years' experience in the Petrochemical, Oil and Gas, Power and/or Nuclear industries
  • 10 years Quality Management experience
  • Working knowledge of industry standards: ISO 9001, SME, ANSI, API, etc.
  • Experience with developing a project quality program / plan for a multi-discipline project
  • Experience supervising teams performing QA/QC activities and third-party inspections
  • Experience in leading technical, HSE, Integrity and Quality Audits on contractors, suppliers and engineering companies
  • Detailed understanding of Quality Control and Quality Assurance processes as applied to equipment, standards, vendor equipment and engineering documentation
  • Proven track record of delivering quality on major projects
  • Effective leadership skills. Strong interpersonal, communication and influencing skills across a broad range of stakeholders. Ability to communicate complex issues clearly at corporate management level.
  • Understanding of a major project stage-gate process and governance model
  • Ability to adapt to changing situations and to handle competing demands with flexibility

The Project Quality Advisor is a central Projects function role designed to develop and sustain QA/QC capability to:

  • Efficiently manage quality for the segment capital project portfolio
  • Support delivery against project commitments
  • Provide expertise to project development and execution work processes/practices that define what good looks like
  • Support the Downstream businesses and S&OR while driving continuous improvement in project quality development and delivery

The Project Quality Advisor role will report to the Downstream Global Project Director with accountability for supporting quality aspects of project development and delivery. The role is critical to advancing consistent improvements in project quality and providing quality performance transparency. This role will coordinate with other Projects Advisors and the Project Performance Improvement Manager on common project work processes/practices.
