The HSSE Manager role leads the Plant Teams' goals to provide a safe workplace and drive initiatives towards a Safety Leadership Culture by leading, coaching and supporting Plant team members to ensure "No Accidents, No Harm to People, and No Harm to the environment".The HSSE Manager will provide assurance to the Plant Manager, that HSSE programs, policies, and expectations are effectively implemented and adhered to within the operating functions in the facility and engage the peer leaders on gap identification and closure. You will leverages OMS (Operating Management System) to deliver.Key accountabilities:

  • Maintain and ensure all air, wastewater, hazardous waste, solid waste, and Corps of Engineer Permits stay current and are in proper order. (Includes permits writing, permit condition compliance)
  • Responsible for coordinating security mandates and direction from Agencies, including BP Security, with the Plant FSO (Facility Safety Officer).
  • Provide direct leadership to the Control of Work Authority personnel and oversee the overall Control of Work processes (Plant and CAPEX)
  • Provide support and expertise to the Project Manager to mitigate and/or communicate Safety and Environmental issues associated with projects
  • Participate as team member on plant capital project reviews
  • Participate in Control of Work Level 2 Task risk assessments providing HSSE expertise
  • Develop HSSE Road Map and targets, regularly monitor compliance to targets, provide monthly updates
  • Lead the development and implementation of Human Performance Factors across all aspects of the Safety program
  • Complete, submit, and maintain all environmental/safety reports as required by Department of Labor, Bureau of Worker's Compensation, USEPA, Department of Energy, OSHA, US Coast Guard, and Louisiana Department of Environmental Quality
  • Develop and review HSSE Training Matrix to ensure personnel are adequately trained and competent in BP requirements and in line with business risks. Deliver or coordinate execution of monthly Plant Wide Safety Meetings and weekly "tool-box" Departmental meetings
  • Own incident management tasks, including tracking plant performance, by performing JSA (Job Safety Analysis), reviewing and developing action items from SOCs (Safety Observation Conversation) per KPI
  • Assure OPA90-USCG documentation is maintained, reviewed, and audited every year. Work with Plant FSO to assure TWIC compliance
  • Provide support for the Port Allen ICS (incident Command Structure) as ICS drill coordinator and Safety Officer on the ICS Team. Manage all site HSSE emergencies; act as first contact to emergencies. Coordinate first response to incidents, communicate per outlined Procedure
  • Maintain proper working rapport with government agencies and Segment/Regional audit teams. Provide BP representation for all site inspections conducted by government agencies and/or internal audits
  • Stay abreast of the changing regulatory environment. Determine impacts to operations with proposed regulations and/or changes. Provide Plant leadership with analysis. Provide solutions to issues raised. Compliance (CTM) Task Owner responsible for maintaining full compliance with all applicable legal and regulatory requirements associated with job accountabilities
  • Manage BP Field Inspection/Self-Verification program for plant. Assure scheduling and completion of field inspections and closure of any gaps identified
  • Lead RC 14001 (Responsible Care) management system, coordinating annual and period internal and external reviews and audits
  • Ensures the MOC (Management of Change process) is strictly adhered to for all changes in the plant
  • Responsible for annual update to Facility Risk Register
  • Lead the organizations development and advancements in behavioral safety programs such as Near Miss reporting, safety observations and Human Performance factors
  • Lead the timely delivery of incident investigations, using Human Performance Factors, to drive change in the business and influence culture

Essential education:

  • Bachelor's Degree is required. A degree in science or safety engineering is preferred
  • Must be able to obtain the Board of Certified Safety Professionals - Certified Safety Professional designation within five years of employment

Essential experience and job requirements:

  • Required:
    • 5 - 10 Years in a Direct Safety related role
    • 3 - 5 years experience in a safety leadership role
  • Preferred:
    • Experience in the Oil and gas industry
    • Accredited Certified Safety Professional
    • 1 - 3 years experience in Human Performance Factors
