Our Client is looking for a Drilling Permit Coordinator for a contract position, located offshore - North Sea (3/3/3/4 rotation)

ROLE

The Drilling Permit Co-ordinator is a pivotal role in terms of managing the interface between drilling and ops. This role requires a pro-active approach, not only regards planning and in the achievement of performance but also to drive continuous improvement. This is relevant to both safety and operations.

The Drilling Permit Co-ordinator is the central figure in the day-to-day management of the ISSOW system within the assigned Drilling, Well Completion and Interventions area of responsibility, and as such shall:

  • Anticipate ISSOW requirement for upcoming Drilling & Well Intervention works.
  • Conduct WCC (Work Control Certificate) preparation meetings with Drilling Supervisor, Drilling Contractor and Well Intervention Supervisor and Service Company representatives to determine upcoming WCC requirements.
  • A daily meeting will be held with appropriate personnel to identify and anticipate required WCCs, review TRA's with appropriate personnel and formulate time-line for WCC submission.
  • Co-ordinate/assist in preparing WCC for above Drilling and Well Intervention works including related service company WCC requirements.
  • The purpose for WCC planning and preparation by the Drilling Permit Co-ordinator is to maintain continuity and acceptable standard of WCC's. The WCC will be vetted (not written) by Drilling Permit Co-ordinator.
  • Liaise with NAA Area Authority to determine whether WCCs are required or not for upcoming tasks.
  • Liaise with NAA Area Authority for early identification of preparation requirements for relevant WCC.
  • Ensure that WCC isolations are in agreement with NAA Area Authority.
  • To be fully conversant with isolations and impact of isolations attached to WCCs and inform Drilling Supervisor of any conflict caused by WCC that may affect upcoming operations.
  • May suspend work activities any time if operational safety is compromised.

RESPONSIBILITIES

  • Actively participate in ALL relevant daily meetings, incl. OIM meeting.
  • Authorises, or if the situation warrants, suspends any job activity in the platform sector where he is responsible.
  • Is responsible for compliance with Company SIMOPS procedure as delegated by the OIM through the ISSOW system.
  • Shall be fully aware of all Drilling operating Instructions / Operating Change Records / Platform Directives / Standing Instructions.
  • Maintains general awareness of all CMS procedures and fully conversant with those applicable to the ISSOW system.
  • Ensures that all ISSOW mandatory stipulations are in place prior to final permit issue by NAA Area Authority.
  • Ensure relevant WCC are prepared and ready for WCC co-ordination / approval meetings.
  • Manage status of Drilling / Well Intervention WCC to ensure they are submitted, revalidated (where required) and closed in a timely manner.
  • Witness work in "Well Operations Area" and assist Drilling & Completion Supervisor in checking for compliance with SIMOPS procedures.
  • Audit Isolations and Work permits
  • Perform site checks, push for continuous improvement of JRA quality and RA in WCC.
  • Audit main critical job Risk Assessments
  • Performs safety audits as per WCM SHE audit plan. Reports and documents findings to Drilling Superintendent & Senior Drilling Supervisor.
  • Ensures that all Service Company personnel have required training and qualifications to be able to use the ISSOW permit system, either in the capacity of Work Party Member or Performing Authority.
  • Expected to "stop the job" when any operation is identified as being carried out below required safety standards

REQUIREMENTS

  • Offshore certification
  • Knowledge of offshore Drilling, Well Completion and Intervention operations
  • Basic knowledge of fluid and gas mechanics and hydraulic, pneumatic and electronic controls should be complemented by at least 5 years relevant experience in offshore operations
  • Good knowledge of platform systems, processes and operating parameters
  • Ability to read and understand P & ID drawings
