The Barge Engineer has overall responsibility for the safe and efficient performance of all deck activities, particularly with regard to rigging and lifting operations ensuring compliance with LOLER and Northern Offshore's requirements. The Barge Engineer is also responsible for carrying out work activities and objectives established by the OIM with the entire marine and deck related operations as well as third party personnel on the installation which includes maintaining documentation in compliance with applicable regulatory authorities.
The Barge Engineer shall:

In accordance with Northern Offshore's QHSSE Policy Statement (CG-POL-001) be empowered to "STOP THE JOB" if it is thought QHSSE core values are being compromised.
Establish and maintain a commitment to continual improvement in Northern Offshore's operations and performance, utilising and complying with the Integrated Management System's policies, procedures and processes.
Adhere to relevant procedures and processes to meet Northern Offshore's requirements regarding risk identification, risk assessment, risk elimination, risk minimisation and risk control.
Use Northern Offshore's behaviour-based safety programme (C.A.R.E.S - Continually Assessing Risk Ensuring Safety).
Report all injuries, illnesses, damages to equipment and unplanned releases to air, water and / or deck as soon as possible to the OIM (Offshore Installation Manager) and / or relevant Supervisor.

Preferred previous experience as a Barge Engineer with experience in drilling operations, equipment and procedures.
Must successfully satisfy all Company, regulatory and client training certification as per rig specific training matrix.
Adhere to Northern Offshore's Competency Development Programme.
Working safely is a condition of employment at all Northern Offshore work locations.
- Responsible for ensuring all deck activities are carried out safely and in compliance with legislation (ie LOLER and COSHH) and Northern Offshore's requirements.
- Review and approve all lift plans prior to execution.
- Ensure that all lifting and rigging equipment has appropriate certification which is in date and is in good condition and suitable for use. If certification has expired, or is not available, the Barge Engineer will ensure that the relevant lifting or rigging equipment is quarantined.
- Ensure that clear and efficient communications are maintained and that a secondary means of communication is always available between the Deck Crew and Crane Operator.
- Be thoroughly familiar with all of the deck equipment, supplies and lifting equipment on board the installation.
- Ensure the deck and other areas of responsibility (ie equipment stores, containers, rigging equipment etc) are maintained fit for use and maintained in a safe and clean condition at all times.
- Ensure that all third party equipment and personnel conform to Northern Offshore's requirements.
- Supervise operation and maintenance of all equipment in area of responsibility so as to minimise downtime and major equipment breakdowns.
- Ensure installation is in compliance with the applicable government rules and regulations, government agencies and regulatory bodies. Specific attention should be given to the renewal of documents, maintaining all certification as required by appropriate regulatory authorities, maintaining safety and emergency equipment, firefighting equipment and seaworthiness of installation.
- Conduct all required inspections and drills as directed within the Company's Drills Matrix (C-EENH-006 FRM 02)
- Ensure rig is properly loaded as to variable load capacity according to operating manual. Ensure that the stability calculations are completed and recorded and "light ship" record is current.
- Supervise the jacking operation, hooking of tugs for tow, towing and preloading under the direction of the rig mover during rig moves.
- Coordinate the Company's Preventative Maintenance Programmes in area of responsibility.
- Conduct disciplinary and grievance hearings as per Northern Offshore procedures.
- Maintain adequate inventory levels for equipment in area of responsibility. Coordinate receiving and issuing of parts and maintenance of material control.
- Act as on scene commander. Train and instruct crews accordingly in emergency response scenarios ensuring fire teams are trained in accordance with Company requirements.
- Know and properly execute emergency signals in accordance with station bill as directed.
- Render assistance within personal qualifications in case of personal injury and direct injury response team in accordance with Company policy.
- Keep abreast of Operational/Technical Bulletins pertaining to area of responsibility.
- Participate in Safety Meetings, Tool Box Talks, safety drills and inspections.
- Supervise/conduct/delegate regular performance evaluations of personnel.
- Perform any other duties as directed by supervisor(s).
