III Job Scope:

  • Ensuring the management of the project
  • Ensuring the compliance with deadlines, budget and FEED or equivalent documentation
  • Constructively influencing the decision process (go-/ no-go decisions) of projects

 

 

 

 

IV Main Accountabilities:

  • Ensuring the project execution in compliance with Norms and with the legislation in force
  • Ensuring the compliance with Project Management System (PMS)
  • Manage the day-to-day operational and tactical aspects of multiple projects according to norms and standards:
    • Manage scope and mitigates risk across projects
    • Confronts issues openly and quickly
    • Effectively communicate relevant project/practice information to superiors and peers
    • Build and keep up to date knowledge and convey knowledge to others
    • Work across practice to share lessons learned and best practices
    • Complies with and enforces standard policies and procedures
    • Implement engagement review and quality assurance procedure according to the standards
  • Definition of the project charter with the project's owner/sponsor and initiator
  • Implementation and regular updating of the Project Realization Plan (PRP)
  • Structuring of project tasks/work packages
  • Preparation of fundamentals for the investment decision including cost estimates, schedules, contracting strategies etc.
  • Determination of contract format for the project realization (LSTK, EPCM, Alliance)
  • Checks and approves the time sheets of contractors' personnel charged on rated (hourly/daily or unit rates) and of project related contingency staffing, ensuring that work hours are properly charged.

 

  1. Planning and forecasting duties:
  • Ensuring an appropriate project planning
  • Execution of resource planning, selection and coordination with management
  • Execution of expenditure and deadlines planning and control
  1. Industry knowledge:
  • Advanced knowledge of project planning and budget administration (project management)
  • Technical knowledge regarding work, services, materials and necessary equipment for project execution according to the technological process specified by the project design documentation
  • Advanced knowledge regarding the management of commercial contractual relationships

 

  1. Organization:
  • Leading the relevant project team
  • Ensuring appropriate functionality and communication within the project team
  • Organizing the meetings necessary for technical negotiations, for clarifying the open technical aspects, as well as events such as: Kick-off-meeting, reporting the project status, workshops necessary for teambuilding

 

  1. Coordination:
  • Ensuring coordinated interfaces to other related projects
  • Coordination of execution works authorization activities
  • Ensuring the interface to authorities
  • Coordination of resources (internal personnel as well as engineering and construction contractors)
  • Coordination of project budget (cost control and stay within project budget)
  • Coordination according to project schedule (scheduling and sequence planning)

 

  1. Reporting:
  • Controlling and reporting of targeted and actual values
  • Weekly reporting of the technical and financial status of the project
  • Quarterly reporting the deadline and values foreseen for the project as well as the final deadline and budget of the managed project

  1. HSE duties
  • Complying with and carrying out the activities as per the provisions of SMI documents applicable to the job (e.g. policy, directives, standards of the Refining Division, manuals, decisions, plans/ programs, procedures, guides, regulations, instructions, applicable external documents);
  • Meeting the legal and other requirements applicable for the field of environment protection, labour health and safety, protection against fire (e.g. authorizations, environment programs, emergency plans for environment, prevention and protection plans, measures as a result of the controls carried out by authorities or by authorized persons0;
  • Using, maintaining and handling in a correct manner the working equipment/ means, equipment for fire protection and of labour safety and individual protection equipment;
  • Promptly informing the head on any deviation from process parameters and any situation considered by them a hazard for environment, health and safety or on any labor, environment of technical accident occurred at the working place;
  • Informing the hierarchical head on accidents suffered by a person during the working time, on the normal route towards/ from the job and accidents by a vehicle belonging to the company;
  • Not carrying out technological modifications, changes without applying the regulations in force regarding the change management;

 

  1. To the above mentioned responsibilities it is possible that some others (related to the job) will be added by your Line Manager, if business will require. In case the changes in the job content are significant, a new Job Description will be prepared by your Line Manager.

 

V Delegation:

The job holder can delegate its duties only with the approval of the direct superior - Department Manager OSBL Program.

VI Job requirements:

  • University degree (economical or technical)
  • Relevant professional experience: 3 - 5 years
  • Advanced experience and knowledge in project management and refining industry
  • Advanced English skills
  • MS Office

  • Management and leadership skills

 

VII Success criteria:

  • Achievement of the objectives defined by the PDS
  • Execution of projects according to the established requirements (budget, deadlines, design documentation)
