III Job Scope:

  • Responsible for Cost, Schedule and Scope of assigned projects.
  • Coordination of projects services functions for assigned projects.
  •  

IV Main Accountabilities:

  • Responsible and accountable for all project control activities and ensure project manager compliance in managing the projects
  • Manages accurate reporting and supports Project and Program Managers with analysis
  • Analyses and reconciles Project Supply Plan with Budget and takes operational decision
  • Manages estimate at completion reporting to the Project Manager and takes operational decision
  • Analyses and provides man hour curves for external engineering services
  • Analyses and provides man hour and quantity curves for construction labour
  • Manages and analyses quantity trending reports and takes operational decision
  • Manages and analyses VOWD (value of work done) report for Equipment and takes operational decision
  • Supports decision making with accurate information on project controls related topics
  • Manages change order process from a cost and schedule point of view and supports operational decision
  • Analyses and prepares change order status report and supports operational decision
  • Provides ad hoc reports where needed
  • Supports Contract Management
  • Supports Change Order Management
  • Supports Procurement with specialized expertize during contract negotiations
  • Provides key metrics, KPIs and other performance data via Project Close out reports
  • Advice and consult on the application of effective planning techniques and controls (earned value, cost and schedule variance, estimates at completion, critical path analysis).
  • Review contracted scopes and project deliverables
  • Develops project controls plan for the assigned projects
  • Leads budget development, progress measurement, cost forecasting and preparing monthly cost reports on assigned projects

 

  1. Planning and forecasting duties:
  • Provides planned/actual/forecast Commitment/VOWD/Invoiced/Paid curves in agreed formats and takes operational decision
  • Reconciles actual Commitments/VOWD/Payments versus financial system and takes operational decision
  • Manages and Analyses the 6 weeks look ahead schedule if needed 2 weeks look ahead and takes operational decision
  • Delivers MTP (mid-term planning) input

 

2. Industry knowledge:

  • Advanced knowledge in project planning and project budget administration (project management)
  • Advanced knowledge regarding project controls
  • Technical knowledge regarding work, services, materials and necessary equipment for project execution according to the technological process imposed by the project documentation;
  • Advanced management knowledge about commercial terms of the contracts

 

  1. Organization:
  • Manage governance to ensure robust cost and schedule performance for the agreed Scope of Work across integrated programmes managed across multiple suppliers
  • Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.

 

 

  1. Coordination:
  • Manages the Estimating and Schedule validation process for assigned projects
  • Ensure that project controls processes are consistently applied across the project
  • Coordinates all project services functions within the project for integration of cost, schedule and scope

 

  1. Reporting:
  • Ensuring the Project controls team produce weekly / monthly reports in line with the project and company reporting calendar, providing details on progress, actuals, forecast and explanation of variances.
  • Manages up-dates in all project controls data bases
  • Monthly reporting to Refining Investment Controlling Department
  • Reporting status and progress of the projects to defined stakeholders

 

  1. People development
  • Develops the team by spreading knowledge about Estimating, Scheduling and Scope Control

 

  1. HSE duties:
  • Providing the provision application of SMI documents (policy, directives, standards of the Refining Division, manuals, decisions, procedures, guides, regulations, instructions, applicable external documents);
  • Providing the implementation of legal and other applicable requirements (authorizations, programs of environment/ occupational safety/ quality, measures as a result of the controls, audits) and proposing measures for compliance with them;
  • Providing the assessment of professional risks and taking protection actions necessary to prevent those risks;
  • Providing the drawing up of the "Prevention and Protection Plan" specific for the installation/ division, of working instructions for operations, equipment and HSE; checking their acknowledgement and correct application;
  • Drawing up the job specifications for the subordinated personnel, taking measures for authorization of practicing the professions and trades provided in the specific legislation;
  • Informing and training the subordinated personnel within the field of complying with the requirements specified for products and processes, within the field of environment protection, of labour safety and health and within the field of preparation for emergency situations;
  • Providing the labour equipment, individual protection equipment, hygiene and sanitary materials such as to provide the safety and health of workers;
  • Providing the identification of environment aspects within the division/ department and taking actions with a view to minimize the environment risk, prevention of pollution, preparation for emergency situations;
  • Providing the treatment of improper products, removal of causes for the existing or potential non-conformities and improvement of efficiency of the integrated management system of quality, environment, occupational health and safety;
  • Promptly informing the head on any situation considered by him a hazard for environment, health and safety or on any labour, environment of technical accident occurred at the working place;
  • Informing the hierarchical head on accidents suffered by a person during the working time, on the normal route towards/ from the job and accidents by a vehicle belonging to the company;
  • Ensuring that the technological and organizational changes within the division/ installation are carried out under a controlled regime, after an analysis of safety risks and after having taken the actions necessary for the risk diminution as per the regulations in force regarding the change management;

 

To the above mentioned responsibilities it is possible that some others (related to the job) will be added by your Line Manager, if business will require. In case the changes in the job content are significant, a new Job Description will be prepared by your Line Manager.

V Delegation:

The job holder can delegate its duties only to positions within Project Services Department.

VI Job requirements:

  • University degree
  • Communication and co-operational skills
  • Strong people management skills
  • Solid knowledge of the industry: +20 years
  • Working experience in Project Management, preferably in Projects Controls with management skills: > 15 years
  • Strong cooperation and interactive skills (matrix)
  • Strong analytical skills
  • Ability to have detached objective view
  • Strong self-management skills like organizational understanding, empathy
  • Strong team management skills like exertion of influence and empowerment
  • Client orientation, flexibility, entrepreneurship and commitment to sustainability principles
  • SAP, Primavera, Project Control tools knowledge
  • Good English

 

VII Success criteria:

  • Ongoing improvement of the control of projects, Cost, Schedule and Scope
  • Deliver assigned projects within approved CAPEX budget
  • Ongoing improvement of communication of Project Controls to other disciplines
