The Development Scheme is based upon two FPSO units, Kaombo Norte and Kaombo Sul, (converted VLCCs; 2 x 115,000 bopd; about 2 Mbbl storage per FPSO) with production, water injection and gas export flowlines, risers and umbilicals (6 x subsea hybrid production loops (10 '' and 12'' insulated production lines looped with non insulated lines) i.e. 80 km of Pipe-in-Pipe and 75 km of service line). The produced gas (2 x 3.3 Mm3/d) is exported to AnLNG via the GEP network. 59 subsea wells are planned (33 producers, 26 water injections connected to 19 manifolds).
To adopt and demonstrate an exemplary behavior with regard to H3SE and to implement HSSE requirements within his area of responsibility. To know and to apply Company Rules and Specifications (CR's/GS's), Corporate and TEPA procedures related to Budget and Cost Control. To implement and maintain the Field Operations budget and cost reporting structure. To prepare the various Field Operations budgets and successive updates (LOP / LOF; Annual Budgets) with inputs from the Field Operations Package team, during periodic budget sessions. To provide input into the UNISUP System and: • Control the Budget availability prior each firm commitment, inform the Head of Field Operations Division on potential overruns; • Create accordingly, the Purchase Requests, Purchase Orders, Contracts (and Call-off) for the Field Operations external services; • Process Field Operations invoices in accordance with the existing procedures and contracts; • Record and control into the UNISUP system the performances on commitments, relevant accruals, updated payment schedules, invoices, and cost control issues as required; • Highlight any trend and elements that may contribute to a deviation to the agreed consolidated Field Operations budgets; • Ensure the Delegation of Authority process is used as required and applied correctly; To liaise, as requested, with TEPA Finance Department and Field Operations Contractors for all matters related to cost and accounting as required (invoice processing and payment, payment claims and disputes...). To observe and impose strict confidentiality in the performance of his duties and specifically with regards to information related to Budget & Cost Control, all along the course of the Project, and the Life of Field. To elaborate, implement and control the OPEX budget building and follow up in line with the strategy developed by the filed operation manager To control and report the OPEX accruals in line with the strategy developed by the head of production division and the Total E&P procedures To provide a comprehensive support to the division for a correct cost allocation of expenditure To interface with DB32 for the development of the long term plan To coordinate the cost reduction and optimization initiatives in the field operation division To implement and follow the delegation of authorities in DB32/FO as defined by the affiliate and more specifically the DB32.
Context and environment
Position based in Luanda. The job holder shall liaise actively and work with a good coordination with the Head of Field Operations Division, with all FOPS specialist and leaders, with all DT entities and with the operation and maintenance contractor. Rapidly increasing level of activity in a multi-cultural setting.
The job holder is responsible for all the activities related to the Budget and Cost Control of the Field Operations division for CAPEX and OPEX. The job holder is required to comply with rules and requirements of TEPA and shall liaise and coordinate specifically with the TEPA Accounting Dept. As such, the job holder is responsible for: • Field Operations Budget and Cost Control structure maintenance according to rules, procedures and TEPA needs; • Field Operations Budget (CAPEX / OPEX) development and update, and Estimated Final Cost (EFC); • Field Operations Cost Control and related reporting activities: follow-up of commitments (initial commitment and change orders) and of actual costs (invoicing process and expenditures); • Comparison of Field Operations actual costs to Field Operations LOP / LOF / Annual budgets, analysis of drifts and reporting. The job holder will be the focal point for all Budget and Cost Control matters for both Contractor(s) and the Field Operations team. The job holder will have to liaise actively with Project Control team and with TEPA Accounting Dept. The job holder shall observe strict confidentiality in the performance of his duties. The job holder is also accountable for demonstrating individually an exemplary behavior with regard to H3SE rules & requirements.
