  • Bachelor's degree of science in Engineering / Industrial Occupational Health / Fire & Safety Engineering.
  • Diploma in Safety Management (DipSM) and/or NEBOSH/IOSH diploma or equivalent.
  • Certification in a recognized management systems or auditing organization (e.g., EMS (LA), CEA, etc.) is desirable.
  • 15 years' construction HSE experience related to the Oil & Gas sector in both onshore and offshore locations.
  • 10 years' exposure and involvement with managerial responsibilities.
  • Knowledge of local and relevant international occupational health, safety and environmental regulations and/or procedures.
  • Excellent report writing, program planning and evaluation skills.
  • Expert knowledge of recognized safety and environmental management system standards (e.g., OHSAS 18001, ISO 14001, etc.), auditing standards (i.e., ISO 19011), and behavioural safety techniques.
  • Ability to effectively communicate in both oral and written English with knowledge in Arabic being a distinct advantage.
  • Ability to lead, motivate and influence others to achieve HSE goals and objectives.
  • Excellent analytical skills with experience in conducting Trend Analysis and Metrics Reporting to all levels of an organization.
  • Strong organizational and planning skills.

ROLE PURPOSE

The job holder at this level:

  •  Manage and coordinate all HSE activities.
  •  Provide advisory services to the Vice President - HSE & Corporate Support and the top management for all HSE matters with the objective of Total Loss Control.
  •  Provide HSE leadership, guidance and technical support to ensure that highest level of HSE is achieved and maintained
  • Overall advisory authority to management.
  • Manage the function of HSE.
  • Finalize and approve HSE budget.
  • Set Company's HSE targets and objectives and ensure effective implementation.
  • Review and endorse NPCC's HSE emergency response plans and manual updates.
  • Lead the conduction of Behavioural Safety Audits (BSA) and high profile tours as per HSEMS guidelines. ? Prepare HSE reports to management.
  • Review HSE performance reports for NPCC and subcontractors and ensure regular inspections and audits are conducted in compliance with NPCC / client's requirements.
  • Chair and actively participate in internal and external HSE committee meetings as the HSE representative including client /external HSE forums and presentations.
  • Promote HSE awareness & the appreciation for the need to protect NPCC personnel, assets and reputation.
  • Ensure that risk assessments for all critical activities are conducted.
  • Ensure compliance with Company's HSEMS, ISO 14001 and OHSAS 18001 in all operations.
  • Act as management representative with regulatory bodies & certification agencies for both ISO 14001 & OHSAS 18001.
  • Ensure specific HSE training needs are developed based on incident trends/operational need and legislation to increase awareness.
  • Provide direction and guidance to subordinates in the execution of corporate HSE objectives / targets and the development of project/site specific HSE programs, and procedures.
