Position Summary

Inspect and maintain Controlled Material (Level 1 (L1) and Material Control Division (MCD)) in accordance with applicable policies and instructions. Occasional overtime and travel may be required.


  • Provides sound and independent judgment to execute company policies and procedures in support of projects/contracts.
  • Resolves issues, through direct interaction with program managers, department managers, project managers, supervisors, and customers which may impact product quality, delivery, schedules or costs.
  • Formulates, through original and independent thinking, methods and processes which improve safety, quality or production, or decrease costs.
  • Is self-motivated with excellent verbal and written communication skills, and has effective interpersonal skills when interfacing, coordinating and dealing with customers and company personnel.
  • Has knowledge of project management, logistics management, material handling processes and databases.
  • Has extensive knowledge of quality inspection requirements, including the use of proven techniques, product inspection, inspection procedures, process performance, data records, and formal report preparation.


Duties & Responsibilities

  • Perform a complete technical receipt inspection, conformity, verification, and validation of controlled material in accordance with the applicable specifications and standards specified in purchasing documentation. Prepare and maintain all relevant documentation in accordance with applicable process instructions using applicable OII-MSD forms.
  • Ensure all controlled material issued to a specific job includes the required documents including traceable Objective Quality Evidence (OQE) to support final Technical Work Document (TWD) certification and closeout.
  • Ensure the receipt, custody, and issue of all controlled material is carried out in accordance with current company process instructions.
  • Maintain all OQE records for controlled material in an auditable fashion.
  • Coordinate the resolution of all material deficiencies and nonconformities discovered during the receiving, storage, and shipment processes. This includes performance of causal and technical analysis, determining appropriate corrective and preventive actions taken to prevent recurrence, and the evaluation of actions taken for effectiveness.
  • Implement, evaluate and analyze the effectiveness of corrective actions resulting from audits and surveillances.
  • Maintain physical custody and traceability of all controlled material until issued to the project.
  • Establish and maintain segregated controlled material storage areas as required.
  • Follow proper procedures to receive, warehouse, control and distribute Government Property including the DDS Rotatable Pool inventory.
  • Other duties as assigned.

  • High School/GED with Technical School Apprenticeship Diploma and additional administrative vocational courses, or High School/GED with training and experience with controlled material.


  • Must possess superior knowledge regarding: L1 material relating to Submarine Safety (SUBSAFE) Requirements Manual NAVSEA 0924-LP-062-0010 and Material Control Division material relating to System Certification Procedures and Criteria Manual for Deep Submergence Systems SS 800-AG-MAN-010/P-9290.
  • Minimum four years working with programs related to detailed receipt inspections, technical documentation, material custody, and inventory control. Must evaluate test reports and other documentation to ensure chemical and physical properties of received material meet the specification requirements of the Purchase Order and other technical documents, and be able to document and communicate the results effectively.
  • Must have strong command of Microsoft Office Professional suite software. Experience with PeopleSoft software is desired.

The shipyard/base/manufacturing work environment; the site may contain mobility barriers with uneven ground level and obstructed pathways. Climatic and environmental conditions at the job site will be indoor/outdoor climate environment with various temperatures and noise levels caused by various tasks normally accomplished in an industrial setting, tools, machinery, equipment, and etc.

Employee may be required to do the following: ability to access and work in confined spaces, reaching in all directions, handling and manipulating objects and materials; coordinating the movement of eyes, hands and fingers to operate machines and equipment; lifting 50 lbs from ground level, waist level, and/or overhead; carrying objects, etc.; ascending/descending inclined ships gangways; climbing ladders, standing; crawling, squatting, bending, sitting; walking; seeing with or without correction; hearing with or without correction; following set procedures and standards; applying basic mathematical skills; following oral and/or written directions; reading; writing; ability to recognize and report safety hazards. Protective equipment will be required to be worn at all times. This is Medium work.
