Position Summary

The Proposal Manager prepares cost estimates and supports the corporate functions of the commercial department within the Subsea Projects Group (SPG). This includes all efforts from receiving the RFQ, tracking, identifying the required deliverables, preparation of the final document and ensuring proposals are completed and submitted by the client deadline.


Duties & Responsibilities

  • Examines estimates of material, equipment, and production costs, performance requirements, and delivery schedules to ensure completeness and accuracy.
  • Prepares bids, process specifications, test and progress reports, and other exhibits that may be required.
  • Reviews bids for conformity to contract requirements and determines acceptable bids.
  • Compiles, Submits & Manages commercial and technical clarifications.
  • Requests or approves amendments to or extensions of contracts.
  • Compiles data for preparing estimates.
  • Manages Opportunity life cycles in Oceaneering's applications cloud, Customer Relationship Management (CRM) System.
  • Maintains contract and contractor status databases.
  • Reviews all correspondence concerning contractors and responds as necessary.
  • Establishes and maintains contact with contractors to ensure the smooth working of the contract awarding process.
  • Coordinates with sales department, contract and operations for fulfillment of contracts.
  • Analyze blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services.
  • Applying knowledge of specialized methodologies, techniques, principles or processes from internal Centers of Expertise.
  • Preparation of proposals based on operational requirements from Clients and Project Managers.
  • Identification of bid deliverables.
  • Compilation of lump sum and/or day rate proposal packages.
  • Secure subcontractor/supplier pricing.
  • Lead Risk Reviews for the proposals they are working on if required.
  • Knowledge of current market rates and strategies to apply for successful bidding.
  • Available for travel when required, including short offshore visits.
  • Capable of dealing with high stress levels resulting from continual deadlines.
  • Other activities as required to support tendering efforts and as directed by management.

 

Authority

To provide proposals for approval in accordance with management established and market driven pricing.

Interfaces

External

  • Vendors as required for securing subcontractor/supplier quotes.
  • Clients as required for clarification of RFQs.


Internal

  • Business Unit Leaders - strategy and pricing.
  • Project Managers - project operational requirements.
  • Sales Force - client requests and feedback.
  • Management - support.

 

Qualifications

Required:

  • At least 5 years' experience in offshore related fields and/or 5 years' of construction/business experience or equivalent education and experience, college education is a plus.
  • Minimum 2 years' experience involving estimating or management regarding Diving, Marine or Deepwater Construction markets and providing solutions to basic underwater construction problems
  • Minimum 2 years' experience with MS Office, including Word and Excel
  • Minimum 2 years' experience with MS Project
  • Good written and oral communication skills in presenting ideas in a clear and organized manner that can easily be interpreted and understood by clients

  • Offshore commercial diving or operational ROV experience
  • Oil & Gas customer relations or sales experience

  • Capable of handling multiple tasks simultaneously and to self-prioritize
