JOB DIMENSIONS:

  • Reports to and receives functional direction from the Director - Central Region, Regional Manager or a Senior Project Manager

  • Provides guidance and direction to Superintendents, Field Engineers, and construction office administrative personnel

  • Internal - Director - Central Region, Project Engineers, Superintendents, Construction Support Personnel
  • External - Client's Project Managers and Contract Specialists
  1. Principle Responsibilities

Safety, Health & Environment Coordination

  • Ensures all corporate policies and procedures are followed
  • Ensures Job Hazard Analyses (JHA) are performed as/when required
  • Ensures any and all incident reports are comprehensively prepared and submitted in a timely manner

Project Requirements

  • Responsible for developing project estimate
  • Responsible for attending job shows as required
  • Ensures job number is assigned and all departments notified of project requirements (kickoff meeting)
  • Budget is prepared to support project reporting requirements (re-cost of estimate)
  • Serves as primary interface with owner (or general contractor), engineer, third-party services (subcontractors) and regulatory agencies
  • Ensures all project documents (daily reports, inspections and photos) are collected and distributed
  • Responsible for staffing to meet project requirements
  • Responsible for preparing and updating schedules and work plans
  • Provides required information to support cost accounting and cost forecasting functions
  • Notifies Management of periodic progress, change order status, problems and corrective actions and any significant impact to cost, schedule, quality, safety, client relations and other areas of risk
  • Visits sites periodically, if not on-site, to ensure all data received from staff is accurate and representative
  • Ensures all critical decisions, instructions and meetings are documented accurately and timely

Contract Administration / Commercial

  • Responsible for overall commercial administration of Contract
  • Ensures all contractual requirements are met (submittals, reports, notices) within specified timeframe
  • Ensures all subcontracts are executed and subcontractor insurance coverages are in place and meet contract and project requirements
  • Ensures that subcontractors have signed subcontract and proper insurance on file prior to mobilizing.
  • Ensures all correspondence, documents and drawings from customer, subcontractors, vendors, suppliers, inspection companies and agencies are received, date stamped and logged in.
  • Ensures Contract is closed out properly (per Contract requirements) and in a timely fashion, including but not limited to:

- Punch list is complete and signed off by responsible party

- Subcontract evaluations are prepared

- Project documents are transferred to Administration Department

- As-builts (red-lines) are prepared and transmitted to customer

- Change orders are submitted and approved

- Historical report is prepared

- Retention is collected

- All equipment and tools are off site

- All rentals are returned and return dates documented

  • Experience in working independently ensuring smooth flow of information and maintaining confidentiality
  • Professional oral and written communication skills
  • Demonstrated computer skills in areas of word processing, data base and spreadsheet applications
  1. Work Experience and Education Requirements
  • Four-year degree in Engineering, Construction Management, or related field
  • Must have two to four (2-4) or more years working knowledge of pipeline, utility and facilities related construction operations. Experience can be any combination of formal education and relevant hands on experience.
  • Knowledge of project management software, tools, and methodologies is desirable
  • Construction industry experience is desirable
